Show Volume II , Issue VI Page 19 The OGDEN VALLEY NEWS March 2000 Government/Planning News New Commercial Center Proposed for Huntsville Town Compiled by Shanna Francis On January 20, the Huntsville Planning Commission met to consider a petition for annexation into the town for the purpose of obtaining approval for the development of a 90,000 sq. foot Commercial Center on Highway 39 south of the storage sheds and the Chevron market. The development would abut up against the South Fork River. The Commission asked the petitioner Julee Bramson to return with additional information to help in their decision process. On February 17, the Commission heard from the petitioner again, and was shown a newly completed artist’s rendering of the development. The proposed annexation for development for a large commercial center has been plagued by concerns. Some of these concerns include the water table and the impact of a septic system of the magnitude needed to accommodate the size of the development, especially near a flood plain. The developer claims to have approvals from the state and county for the proposed sewer system. Traffic is also a concern. The large size of the project implies that it is intended to be a “destination” commercial center that depends on customers coming into the Valley from outside, rather than from within Ogden Valley. Some residents have voiced concerns that this would only add to traffic woes in Ogden Canyon that are already stressed by the increasing population in the Valley. Members of the Huntsville Planning Committee objected to the “Italian-Western” style of architecture that the developer is suggesting, as well as the height of the structure, which is planned to be over 40 feet in some places. Another citizen at the January meeting voiced a concern that Huntsville does not have adequate ordinances in place to control such a development. References to the bright lighting and the lack of landscaping on the East side of the Chevron were made to back up the claim. The Commission admitted that the members were frustrated with the lack of action by the Huntsville Town Council to adopt new ordinances, and to adopt the Huntsville Master Plan. The petitioner has also become frustrated at the drawn out process involved in trying to begin construction on the development. Petitioners claim that creating a commercial zone on this property would comply with the Ogden Valley Master Plan. A review of the chronology of the site provides additional insight to this claim. Spring 1995: The Ogden Valley Master Plan update is initiated. Bear West is selected as consultants for preparation of the plan update. Summer 1995: More than 350 residents of Ogden Valley attend five meetings to identify major issues facing Ogden Valley. The top issues identified in the public process were growth and development and their impact on the rural atmosphere. June 1996: Bear West completes draft Ogden Valley Master Plan. Oct. 2, 1996: Weber County adopts Sections 1-4 of the Ogden Valley Master Plan by Resolution #46-96. Sections 1-4 cover background, vision statement, goals & objectives, and policies on sensitive lands. Oct. 23, 1996: Weber County adopts Section 5 of the Master Plan by Resolution #46A-96. Section 6 covers commercial development, industrial development, and multi-unit housing. The resolution contains the following directives: 1. Encourage commercial development within established commercial areas, 2. Adopt “quality development standards” addressing location siting, materials, architecture, height, color, signage and size, and rezone undeveloped commercial properties outside of commercial cores to be compatible with the classifications of adjacent properties. An accompanying map to the resolution identifies only two commercial cores: one in Liberty, and one in Eden. Nov. 18, 1996: Legal Council for Ron Cantanzaro requests clarification of Resolution #46A-96, expressing concern about the potential to rezone Mr. Cantanzaro’s CR-1 property on the north side of SR-39 to the surrounding (residential) zoning. Nov. 20, 1996: Legal Council for Ron Catanzaro requests that the Ogden Valley Master Plan be amended to recognize the existing commercial property around Snowbasin Road. Feb. 11, 1997: East Hunsville Township Planning Board recommends leaving the Ogden Valley Master Plan as was adopted in Resolution #46-A-96 on a 3 to 1 vote. The only dissenting vote was cast by a board member not residing in Ogden Valley. Mar. 13, 1997: A public hearing is held to consider amendment of the Ogden Valley Master Plan. Weber County Planning Staff outlines the recommendations of the County Commissioners, the County Planning Commission, and East Huntsville Township. Mar. 18, 1997: Weber County adopts Resolution #3-97, amending Resolution #46A-96 to include existing CR-1 commercial zoning at Ski Lake (North of SR 39) for the development of a recreational resort complex (Condos). The resolution also maintains the existing C-2 commercial zoning on a 2 acre parcel on the southeast corner of SR 39 and Snowbasin Road intersection. The resolution does not identify the property zoned FR-1 on the southwest corner as a commercial growth area. Jan. 29, 1998: Weber County adopts Sections 7-10 of the Ogden Valley Master Plan by Resolution #3-98. Sections 7-10 cover a carrying capacity analysis, policies, infrastructure, and land use. Aug. 24, 1999: East Huntsville Township Planning Commission approves Zoning Petition #16-99 to rezone FV-3 to CV-2 at SR 39 and Snowbasin Road on a 5-1 vote. The approval motion is based on comments from County Planning Staff declaring that the petition conforms to the Ogden Valley Master Plan.
