About a third of all American adults complain about their sleep. For most, it may be only a minor, passing irritant. But for millions of others, sleep problems pose a daily burden that can cripple lives, end marriages, disrupt careers and even lead to death, said William C. Dement, chairman of the National Commission on Sleep Disorders Research. "There has been an amazing neglect of these issues," Dement said at the beginning of public hearings on sleep disorders. Doctors, he said, routinely ignore complaints by patients about sleep disorders, although impaired alertness has been identified as the cause of many accidents and of declines in productivity. "The need for sleep research is virtually ignored," said Dement, a Stanford University medical professor. "The house of research does not have a bedroom." Sleep disorders range from an irresistible urge to sleep, an ailment called narcolepsy, to insomnia, the inability to achieve adeed or restful sleep. Other problems include "restless leg syndrome," the jerking and twitching of the lower limbs during sleep; snoring, which may be habitual for almost half of all adults, and sleep apnea, a breathing disorder that quate cause of may be an unidentified death. David Dinges, a University of Pennsylvania psychologist, said that poor sleep and the resulting lack of alertness is becoming a major element in industrial accidents, particularly for shift workers, jet travelers who cross many time zones and those working too many hours. "Inadequate sleep is a major cause of human error, and at least as important as drugs, alcohol and equipment failure" in workplace accidents, he said. Dinges said airplanes, ships, factories and power plants are all becoming increasingly automated, which means humans must sit and alertly monitor what the machines are doing. "That's a task we do poorly after missing some sleep, especially if we have to work at night," he said. Dinges said industry and the military are beginning to recognize the need to shift work hours to allow for the human need to adjust sleep cycles to new schedules. Sufferers of narcolepsy testified that they spend their lives fighting the tendency to suddenly drop off to sleep, often at the very worst of times. Lori Highland of Ashford, Wash., said she has spent her life "in a haze of sleepiness." "My life is haunted by this," she said. "I can't drive. I have been hospitalized repeatedly for injuries" that occur when she collapses suddenly into sleep. Highland said that powerful emotions, such as anger, laughter or fear, will bring on cataplexy, a sudden muscle weakness that causes a victim to collapse and be unable to move. Mulroney faces major problems this season TORONTO (AP) Conservative Prime Minister Brian Mulroney heads into the new political season with an awesome array of worries ranging from rebellious Indians and unpopular taxes to threats of a breakup of the confederation. Mulroney is in big trouble with voters, scoring 14 percent or less in the polls. But the opposition Liberals have been unable to capitalize on Mulroney's growing unpopularity and were drubbed in two recent provincial elections. Many Canadians feel the country is leaderless and adrift. Both Mulroney and Liberal Party leader Jean Chretien slipped out of sight for most of the summer and both may ultimately suffer for that. Mulroney's government is the most unpopular since the Gallup organization began taking polls in the country 50 years ago. The polls say the Progressive Conservatives are favored by only 20 percent of the population. At the end of July, Gallup asked Canadians who would make the best prime minister Mulroney, Chretien or socialist New Demo- cratic Party chief Audrey Mc- Laughlin. Of those questioned, 30 percent chose Chretien, 18 percent McLaughlin and 14 percent Mulroney. Thirty-eigh- t percent rejected all three or said they didn't know which one they liked. "There is a conjunction of events that has made the public rather cranky about politicians in general, more so than usual," said Ron Watts, a professor of political science at Queen's University and director of the Institute for Intergovernmental Relations. Quebec Premier Robert Bourassa has formed a commission to study what steps the French-speakin- g province should take next independence, sovereignty in association with Canada, or some other form of relationship with the central government. Some OSHA offices, for example, would have workers take two days off each week for 11 weeks to get the cuts over with as quickly as possible. Doherty said that would cost him about $568 every pay period through December. Government services., in turn, would be trimmed dramatically. A cutback in air traffic controllers would will mean canceled flights and lengthy airport delays; fewer guards would man the nation's prisons; meat and poultry inspectors would miss shifts; Medicare and Social Security checks could be delayed. "Right now, a large percentage of federal employees don't believe that it's really going to happen, or that it would only last a day or so if it did because Congress will pass a resolution or something to take care of it," said Dwight Bowman.
