A Washington special says: Fears aro entertained here that a chaugo of policy is about to take place amooR the Spanish volunteers in Cuba, which will cive our government considerable trouble. For some time past the vuluuteers had the virtual management and direction of affairs in Cuba. This was especially S3 under 1 the monarchy, witb which the volunteers volun-teers were closely allied. Jt is well known that they have no admiration for the Spanish republio and that thoy regard the United States with peculiar aversion. There is a report that the volunteers are maturing plans for taking tak-ing possession of the island and wresting ' it from SpaiD. In oase of any revolution revolu-tion of this kind, it is believed that little respect would be shown for either the lives or property of Amerioan citizens, citi-zens, and that the volunteers would murder and confiscate at will. They would not regard themselves as bound by the treaties now existing between the United States and Spain, and possessions pos-sessions in America. In view of such contingencies the administration will probably strengthen the naval force in Cuban waters and adopt such measures as will insure protection to the livas and property of American citizens in Cuba. |
