The withholding in their possession for months, and even years, by public creditors, of treasury drafts and United Uni-ted States disbursing officer1 checks, under the impression that they may be presented at the office of the government govern-ment deposi'ory on whom drawn, and payment thereon obtained at any time, has caused the treasury much embarrassment embar-rassment and trouble, a&d is greatly retarding the settlement of disbursing officers' accounts. Accordingly, the secretary of the treasury baa U&uedand directed a rigid enforcement of a regulation regu-lation which requires the treasurer, all assistant treasurers and depositors of the United States to refuse the payment pay-ment of all official checks of the United States disbursing orfioera who have oeaaed to be government officers, if presented more than four months after their issue, and all treasury drafts and disbursing officer's checks presented more than three years after their issue. Ail checks, payment on which has thus been refused, will have to be forwarded to the secretary of the treasury; the Jonner for examination and verification with the drawers' accounts, and the latter lat-ter for the statement of new accounts. These regulations are based upon the 21st section of the act of August 6th, 1846, which makes it the duty of the secretary of the t-.easury to issue and publish regulations to enforce the speedy presentation cf all govern meet drafts and checks for payment at the plaee where payable, and in default of such presentation, to direct any other mode and place of payment which he may deem proper; and the act of May 2d, 1S66, which requires the repayment repay-ment into the treasury, to the credit of outstanding liabilities, of all treasury drafts and disbursing officers' checks outstanding over three years. |
