Bureau of Reclamation's project manager, Palmer B. DeLong said the system of deep drains now being installed is the final phase of construction on the Vernal Unit of the Central Utah Project. The Vernal Unit has been in operation since 1962. Project lands of Ashley Valley that previously suffered water shortages practically every year, are now assured a full water supply. Uiis has resulted in unproved cropping patterns and has significantly increased production. inDetailed drainage conbeen have vestigations ducted over the past several years to determine the drainage pattern lieeded and the type of drains that would be the most effective for this particular area. As part of these studies two pilot drains have been installed. An open type drain was completed in 1968 and a closed pipe drain was completed in 1969 as funds became available. The closed pipe drain proved to be the most satisfactory and this type was chosen for installation in the area. Drainage deficient areas and drain locations were selected by the Uintah Water Conserancy District and the Bureau of. Reclamation following the detailed drainage studies. Right-of-weasements for construction of the drains are being acquired from landowners. The project drains are being installed without a direct cost to the landowners. The drainage area was divided into four blocks to facilitate planning and construction. The first block, consisting of 3 drains in the Maeser area, is essentially complete. The drains were installed by the W. C. James Construction Co. of Vernal, under contract with the Bureau of Reclamation at a cost of the merit selection of judges has been issued by President J. Thomas Greene, representing the Utah State Bar Association. The statement said, "It has been generally recognized nationally and in Utah that a political election to fill the office of judge has proved to be unsatisfactory and has not induced the best qualified lawyers to seek judicial office. "Likewise, experience with headless ballot the system of judicial elections previosly in effect in Utah is almost unanimously conceded by the bench and bar to have worked unsatisfactorily. Furthermore, experience has shown that a qualified candidate is reluctant to leave his practice and assume the bench and periodically engage in a political contest to remain there. Alternative "Through the combined efforts of the Utah Bar, Legislative Council and the Legislature, an alternative was devised and enacted into law by the 1967 Legislature which we believe can and will work to obtain the most qualified candidates to fill judicial vacancies.
