The government of tho University of Utah and tho Agrlcul-tuial Agrlcul-tuial College of Utah and tho management man-agement of their property and allalrs shall bo ested in ono and tho samo boaid of thirteen regents, whoso tcims of oillco shall bo sl jeais; provided, pro-vided, that at first, lie members shall bo appointed for a term of six jears, four for a term of four j ears, and four for a term of twoyeais; and thereafter at the end of o erj two jcars, cither four or live persons to make up tho total number, shall be appointed for sKjears. Tho tcimof ofllco of said board shall begin July 1, 1003. Sec. 2. Evciy legent, befoio entering enter-ing on the duties of his olllce, shall tako tho oillcltil oath and excuto to tho Unhcislty and tho Agilcultural College a bond, with suietlcs approcd by tho Secictary of State, in the penal j sum of one thousand dollais ($1,000), conditional for tho faithful discharge of his duties. These oaths and bonds shall bo delivered to tho Secretary of State. Sec. 3 The board shall have the power to enact by-laws and regulations regula-tions for all concerns of the institutions institu-tions not Inconsistent with tho laws of the State. A quorum of tho board shall consist of seven members. Hctwccn meetings of the board its full powers may bo exercised as to the ordinary business of tho institution by an executive committee, or committees, commit-tees, of.scvcn members appointed by tho board, a majority of whom shall constitute a quorum thereof. Sec. 4, The board shall choose one of its number as chairman. He shall be the executive ofllccr of the board and shall hold olllce for two years and until his successor is chosen and has qualified. It shall likewise appoint a secretary, who may be a regent, and a treasurer, who shall not be a regent, and It may require from each a bond to the University and Agricultural College for the faithful discharge of his duties. Such bonds must be approved ap-proved by and delivered to the Secretary Secre-tary of State. Sec. fi. No regent shall receive any compensation for his scrvhes as regent, re-gent, but ho may bo allowed his actual act-ual expenses Incurred in attending meetings of the board or its committees. commit-tees. It shall bo tho duty of tho board to determine tho entrance fee for students In both institutions; provided, pro-vided, such a fee shall not exceed $10. per jcar for actual residents and shall not be less than $25.00 or more than $50.00 for non-rcsldents of Utah. Sec. 7. "Whenever now courses of study arc proposed, unless decided upon up-on by law, the board shall be guided by tho best Interests of the wholo peoplo peo-plo of the State .In determining whether such courses shall be established estab-lished In the University or in the Agricultural College. |
