"The world is still a very dangerous place, and there are both existing and emerging dangers toward which we must remain vigilant," said Powell, chairman of the Joint Chiefs of Staff. He recently testified before the House Armed Services Committee on the proposed defense budget for fiscal 19.94. With the fall of the Soviet Union, the United States revised its national military strategy from defense to a regional that of a global, Soviet-oriente- d strategy, where planning focuses on regional contingencies and threats, said Powell. The regional security policy, combined with emerging fiscal an overhaul of constraints, means fewer people and " ' t. the force structure. Still, whenever there is a problem, "our friends and allies around the world always seem to dial 911 and expect the United States to answer," said Powell. As the world's only remaining superpower, there are certain responsibilities that cannot be taken lightly, along with "the need to take a leading role in helping to forge the new international security environment that will replace the East-Weconfrontation," he added. The 911 emergency call can come at any time, anywhere in the world, said Powell. In just the last few , years, the U.S. military has taken part in dozens of operations throughout the world. These include Desert Storm and Desert Shield in Iraq; humanitarian efforts around the world, including Somalia, Iraq areas and Russia; and aid to hurricane-devastate- d within the United States. Powell said the fiscal 1994 budget request asks for $250.7 billion, almost $30 billion less than DOD had planned to asklfor fiscal 1994 only two years ago. "Since the 1990 budget agreement, the total estimate for defense spending in the five-yedefense program has declined some $250 billion," Powell said. "In other words, we have $250 billion less to invest in our armed forces over the next five years than it was then estimated would be allocated to defense." Under the proposed budget, the Army will eliminate two active component divisions. In addition, two Air Force fighter wing equivalents and 38 more Navy ships will be deleted from the active component force, but Powell feels "these further reductions are manageable without damage to the force." It's important to continue with space programs, especially the MILSTAR satellite communications system, as they play a necessary role in "our capability to command the high ground of space for early warning, intelligence, weather, surveillance, navigation and command, control and communications," he added. "As we reduce our forces, space systems are also increasingly important as a force multiplier. "Despite the many problems we face at home, we cannot walk away from our global responsibilities, for global and domestic tranquility are inextricably linked," said Powell. "Maintaining strong, capable and flexible armed forces is essential to protecting our interests and fulfilling those responsibilities."
