According to the Federal Government Service Task Force, military retirees bear the brunt of the $2.7 billion savings, since military personnel retire earlier than civilians. The task force is a bipartisan legislative support organization with 45 members in the House and Senate. According to retired Air Force Col. Paul W. Arcari, director of government relations for the Retired Officers Association, 67 percent of enlisted retirees and 38 percent of officer retirees are under 62. Arcari said this contrasts with federal civilian retirees, of whom only 15 percent are under 62. To kill or modify the plan, task force staffer Mark Gable said, legislators are required by law to find an equal amount of savings in other personnel-relate- d spending. "That's ($2.7 billion) a lot of money, and it will be hard to find those savings elsewhere," he said. Final action on the proposals is expected by the end of June. Exercise For A Healthy Heart American Heart Association J With the advent of warm weather, many people's thoughts turn to getting their bodies in shape for the summer months so they can endure countless hours of Softball, baseball, volleyball, swimming, and other summertime activities. Exer cise is healthy, and it is particularly good for healthy heart. It is unlikely that exercise alone will prevent or cure heart disease; but a sedentary lifestyle may increase the risk of having a heart attack, and regular exercise is con sidered one important influence in reducing that risk. Exercise has many benefits such as improving blood circulation. helping control weight by burning excess calories, releasing tension and generally bolstering enthusiasm and optimism. But the benefits of exercise can be diminished if an exercise program is not carried out correctly. When considering a personal exercise program, keep your health and physical capabilities in mind along with your interests. Your exercise program should provide pleasure and enjoyment, an incen tive to continue the program Remember to check with your doctor before beginning an exercise program. The American Heart Association points out that only those exercises which significantly increase the blood flow to the working muscles for an extended period of time pro mote cardiovascular fitness. Exercises like weightlifting or iso metrics can build muscle strength, but they do little to promote cardi ovascular fitness. They may be. however, something you might want to add to your regular exercise pro gram after consulting your doctor, When you've selected your exer cise program, start slowly and begin easily. Begin each session with a 35 minute "warm-up- " period to increase respiration, circulation and body temperature and to stretch muscles, tendons and connective tissues. After warming up, begin your "conditioning period," the phase that actually works to increase your cardiovascular fitness. Exercise at moderate, not exhaustive, intensity, Increase the intensity gradually, min Conditioning should last ules, or longer if the activities are and do not allow con tinuous motion, such as tennis or sk'ing. After exercise, spend a few min utes in a "cool down" period. Allow your body to readjust gradually to a decreased physical demand. Exercise is a lifetime commit ment. When exercise is stopped, the beneficial effects are rapidly lost. Pick an activity that you will be comfortable with and that will be as enjoyable in January as Is in June, Follow the program regularly, at least 3 times per week.
