Air Force officials concluded that Maj. Gen. Harold N. Campbell violated Article 88 of the Uniform Code of Military Justice by making disparaging remarks about President Clinton at Soesterberg AB, the Netherlands, May 24. Campbell, who served as vice commander of the Ogden Air .Logistics Center at Hill AFB from October 1984 to SepTSThber 1985,- had been the - deputy chief of staff for plans and programs for Air Force Materiel Command at Wright-Patterso- n AFB, Ohio. Gen. Ronald W. Yates, AFMC commander, imposed punishment on Campbell, which included a letter of reprimand, to become a part of his permanent record, and forfeiture of one-hal- f month's basic pay for two months. "He (Campbell) agreed he made a mistake and we applied the appropriate penalties," Gen. Merrill A. McPeak, Air Force chief of staff, told reporters at a June 18 press FDenfibiiDfly. "We are saddled with an equipment acquisition process that is so bad it tends to throw even the occasional bright spots into shadow," he said. As bad as the system is, he said, it has often produced equipment of great inherent flexibility, "which we have subsequently been unwilling or unable to exploit." However, General Campbell's conduct was wrong and cannot be tolerated." McPeak, speaking for the entire Air Force, said, "We understand the absolute requirement for respect up and down the chain of command. "As we conclude this unfortunate incident there should be no doubt about the lesson learned. The military leadership of this country not only believes in and supports, but insists on, the integrity of the chain of command." In a memorandum to Defense Secre Published by M or Media. "These are human failures, failures of the imagination," McPeak said. "All our efforts relating to organization, training and future equipage of the Air Force may be accepted and instituted and will make no difference whatever if, when the times comes, we do not think about and use our forces in a flexible way. "For me, the effective employment of air and space power has to do not so much with airplanes and missiles and engineering as with thinking and attitude and imagination." McPeak told commanders they had every reason to be proud to have won the Cold War and Desert Storm. However, future contests could be much closer calls, he said. If that happens, the important thing will be "our ability to combine organization, training, hardware and doctrine into a single decisive whole that is flexible enough to respond in relation to the specific enemy and circumstances and purposes at hand; to adapt to change, to shape change, to compel change," McPeak said.
