House File No. 50, to establish a Board of Equalization, was disposed of by the introduction of a substitute sub-stitute bill to take its place. The bill in relation to trusts was laid on the table subject to call. H. F. No. 19, to establish a Reform School, was called for passage. Mr. Sharp moved to amend by adding "The Governor and Auditor of Public Accounts", at the head of the list of the Board.:; The amendment was adopted," so that the Board consists of the two officers named and the Probate Judges of Salt Lake, 1 Weber, Utah, -Cache and Sanpete counties. coun-ties. The bill passed, Taylor voting no. On a message from the House being read giving notice of the passage of a resolution giving the Auditor of Public Accounts authority to renew the lease on office rooms for two years and appropriating appropri-ating $1,200 for the same, the Council voted to concur in the resolution. The bill for. a Territorial Board of Equalization was amended and passed. A House bill amending the : charter of American Fork City passed with two amendments. The Honse. r Mr. Thurman presented a petition from W. H. King, Assessor and Collector of Millard county, asking to be reimbursed in the sum of $133.08, the assessment on six miles of the U. C. Kailroad, together with the proportionate amount of rolling stock, for the year 1885 in Millard county, and which was collected in Juab ; county and paid into the Territorial;. treasury. Claims and Public Accounts. By Mr. Kimball, from John Snowball, Assessor and Collector of Rich county, asking to be reimbursed, in the sum of $50.65, the amount of uncollectible taxes in that county for 1885. Same committee. The Judiciary Committee reported adversely ad-versely on H. F. No. G, relating to the enforcement en-forcement of liens, as the provisions were incorporated in another bill. Also unfavorably on II. F. No. 34, Mr. West's bill relating to the mode of procedure pro-cedure in criminal cases. By Mr. McLaughlin, a new bill amending amend-ing the charter of Park Citv. fi salaries of the Mayor and Aldermen. The substitute for H. F. No. 36 and C. F. No. 17, regulating the proceedings in J ustices' Courts, and providing for appeals ap-peals to District Courts in criminal cases, came up on , its third reading . as the special order ot the day. This is the bill that was killed by a tie vote last Thursday. Thurs-day. The bill was then put upon its passage andjkilled by a vote of 9 ayes to 10 noes. The House was informed . that the Council had passed the substitute for H. F. No. 50, the Board of Equalization bill, with amendments. Recommitted to Ways and Means Committee. The message also gave notice of the passage, with amendments, of H. F. No. 8, amending the charter of American Fork City. The Council amendments were concurred in. Also, giving notice that H. F. No. 19. relating to the establishment of a Territorial Territo-rial Reform School, had passed, with amendments. Recommitted to Committee Commit-tee on Penitentiary and Reform School. On motion of Mr. Hatch it was resolved that no bill shall be introduced in the House after Wednesday, unless by a vote I of at least thirteen of the members present. pres-ent. It was also resolved by the House that all committees must report on the business busi-ness in their hands not later than Thursday. The substitute for H. F. Nosi 5, 23 and 37, and C. F. Nos. 12. 23 and 40, amending amend-ing the code of civil procedure, was on its second reading and passed to its third. A message was received from the Governor, Gov-ernor, stating that H. F. No.' 33, restraining restrain-ing bulls from running at large during certain seasons of the year in certain parts of the Territory, was returned without with-out his approval. The reasons set forth were that a similar law in California had been declared invalid, and that he did not approve of a measure that gave citizens citi-zens the power at the polls to annul a Legislative.enactment. At 5 o'clock the House adjourned until 2 p. m. to-day. |
