Show I Civil Service Itules WASHINGTON Sept 29The Civil Service AIoox busily engaged for Commission has been busiy of the rules revision some time past in the sme regulations relating to the Civil Service I and within a short time it is probable that a number of important modifications of thee the-e rules will be submitted to the President Presi-dent for his formal approval The Commission Commis-sion has changed the construction heretofore placed on the law and rules relating to the appointment of soldiers to the classified service ser-vice by the issue of the following order It is directed that upon any requisition being made by an appointing officer for eligibles to fill any vacancy in the classified Civil Service the certifying officer shall certify cer-tify from the eligible register from which the eligibles are to be drawn the names of all persons who have a claim to preference to appointment under tionrI7547 U4J UevisecTSfiatuteo jingidcd AoiiHjrerythat if there are upon said register the names of more than four pros who have a claim for preference only four of them shall be certified in the order of their standing I upon the register of a State entitled to appointment i ap-pointment there are no preference I i claiming eligibles entitled to certi fication or i there is upon the register the names of preferenceclaiming eligibles the certifying clerk shall complete the making of the certification by taking the names of the preferenceclaiming eligi bles from tho registers of other States taking tak-ing care to select from such State register in the order of the right of each State to appointment ap-pointment under the apportionment puthor ized to be made by the Commission I upon the register of no State entitled to ao pointment there is the name of a preference claiming eligible andthe name of such an eligible appears upon the State the quota of which has been filled the name of the pref erenceclaiming eligible shall be certified Mr Oberly said that it was in contemplation contempla-tion to arrange a definite schedule of dates arang and places for holding examinations in the various States thus relieving candidates of the doubt and frequent long delays which have heretofore existed The Commission he added had decided that it was not wise or economical to appoint examining boards from officers now in the civil service to examine amine and grade applicants in each State 01 Territory as suggested the National Civil Service Reform League Instead of this the board would submit to the President for his approval a plan to reduce the number of Department examiners in this city from 1 to 6 and assign them entirely to the duty of going over examination papers of applicants from all parts of the country and grading them thus insuring uniform rating |
