Show Utah's Welfare Programs Most Liberal in U. S. Utah's public assistance program pro-gram is the most liberal among the 48 states in the nation, based bas-ed upon ability to pay as measured meas-ured by per capita income, according ac-cording to a research study released re-leased on Oct. 14 by Utah Foundation. The report shows that, based on monthly payments per $1000 per capita income, Utah's general gen-eral assistance payments are the most liberal in the nation; Utah is the second most liberal state in old age assistance and aid to dependent children; and Utah is the third most liberal state in aid to the blind The study states that in unemployment unem-ployment compensation pay-. pay-. ments Utah is more liberal than any other of the 4S states. Unemployment Pay High Entirely disregarding per capita cap-ita income, the report also reveals re-veals that in addition to Utah's average unemployment payments pay-ments being the highest in the nation, Utah's average general assistance payments were higher high-er than in 44 other states, old age assistance payments and payments to dependent children were higher than in 41 other states, and payments for aid to the blind higher than in 40 other states. "For the period 1934 through 1945, $90,400,000 was expended in Utah for welfare and relief purposes. S9(!.100,000 for public education, and $S0.500,000 for highways." In discussing individual payments pay-ments the report says: "In October, Octo-ber, 1946, individual payments as high as $147 were made for a recipient of old age assistance, $277 for a family receiving aid to dependent children, and $176 jt to a recipient of general assistance. assist-ance. Under new regulations issued is-sued by the State Department of Public Welfare effective Oct. 1, 194G, liberalizing public assistance as-sistance payments, average old age assistance benefits for October Octo-ber were $42.09, $91.27 for aid-to-dependent children, and $48.12 for general assistance. A considerable con-siderable number of families on the welfare rolls will receive monthly payments in excess of $200 under the new directive beginning be-ginning in October." |
