Show Ordinance No. 435 AN ORDINANCE PROVIDING FOR AND ORDERING A SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTING SUBMIT-TING TO THE QUALIFIED ELECTORS OF ROOSEVELT CITY. UTAH. THE QUESTION QUES-TION OF INCURRING A BONDED INDEBTEDNESS FOR THE FOLLOWING PURPOSE: PUR-POSE: $40,000.00 FOR THE PURPOSE OF IMPROVING. ENLARGING, AND EXTENDING EXTEND-ING THE PRESENT WATERWORKS WATER-WORKS SYSTEM OF SAID CITY FOR THE PURPOSE OF MORE ADEQUATELY .SUPPLYING .SUP-PLYING AND DISTRIBUTING DISTRIBUT-ING WATER TO THE INHABITANTS INHAB-ITANTS THEREOF. THE SAID WATERWORKS SYSTEM SYS-TEM TO BE OWNED AND CONTROLLED BY SAID CITY. WHEREAS, there is immediate immed-iate and pressing need for improving, im-proving, enlarging and extending extend-ing the present waterworks system sys-tem of said city for the purpose of more adequately . supplying and distributing water to the inhabitants in-habitants thereof, NOW THEREFORE, BE IT "RESOLVED AND ORDERED BY THE CITY COUNCIL OF ROOSEVELT CITY. DUCHESNE COUNTY, STATE OF UTAH: Section 1. That a special election elec-tion be, and the same is hereby called to be held in Roosevelt City, Duchesne County, Utah, on Friday, the 28th day of June, A. D. 1946, for the purpose of submitting sub-mitting to such qualified electors of said City, as shall have paid a property tax therein in the year next preceding such election, the question of whether or not the bonds of said City in the amount of S40.000.00 shall bo issued and sold for the purpose of improving, improv-ing, enlarging and extending the present waterworks system of said city for the purpose of more adequately supplying and distributing dis-tributing water to the inhabitants inhabi-tants thereof, the said waterworks water-works system to be owned and controlled by said city. Section 2. Said bonds shall mature ma-ture at a time certain to be fixed by the City Council of Roosevelt City by ordinance, shall bear interest in-terest at a rate not to exceed two per cent (2) per annum, which interest shall be payable semiannually, semi-annually, and of such denomination denomina-tion as the City Council shall hereafter determine. Section 3. That said election shall be conducted according to the Statutes and Laws of the State of Utah, and shall be held in manner and form as provided thereby. Section 4. The City Recorder shall be, and he is hereby instructed in-structed to cause notice of saici election to be given by publication publica-tion in the Roosevelt Standard, a newspaper of general circulation circula-tion published in Roosevelt City every Thursday, for a period of four full weeks prior to the 28th day of June, 1946, the date hereinbefore here-inbefore designated for the holding hold-ing of said election, the. first publication to be on May 30th and the last to be on June 27th, 1946, which said notice shall be in substantially the following form, to-wit: NOTICE OF SPECIAL BOND ELECTION ROOSEVELT CITY DUCHESNE COUNTY. UTAH PUBLIC NOTICE IS HEREBY GIVEN, that on Friday, the 28th day of June, A. D. 1946, a special spe-cial election will be held within the limits of Roosevelt City, Duchesne Du-chesne County, Utah, for the purpose of submitting to the qualified electors of said city, as shall have paid a property tax therein in the year next preceding preced-ing such election, the following question, to-wit: "Shall Roosevelt City, Utah, issue its negotiable coupon bonds in the sum of $40,000.00, bearing interest at a rate not exceeding two per cent (2) per annum, payable semi-annually, for the purpose of improving, im-proving, enlarging and extending extend-ing the present waterworks system of said city for the purpose pur-pose of more adequately supplying sup-plying and distributing water to the inhabitants thereof, the said waterworks system to be owned and controlled by said city?" At said election the form of ballot shall be in substantially the following form: BOND ELECTION BALLOT Yes ( ) For the issue of $40,0p0.00 Water Bonds No ( ) If the voter desires to vote for the issue of bonds, he shall place a cross (x) in the space after the word "Yes." If the voter desires to vote against the issue of bonds, he shall place a cross (x) in the space after the word "No." On the reverse side of said ballot shall be the following: OFFICIAL BALLOT FOR ROOSEVELT CITY, DUCHESNE DU-CHESNE COUNTY, STATE OF UTAH, SPECIAL BOND ELECTION, JUNE 28, 1946. JOHN E, WISCOMBE City Recorder At said election the polls shall be opened at the hour of seven o'clock A. M. and closed at the hour of seven o'clock P. M. of said day. The polling place for all qualified quali-fied electors of said city shall be at Municipal Building in said city, and the Judges of Election shall be John Baumgaertel, Olga Halen and Ellen Rawlings. That the polling places for all qualified electors of said city and the names of the Judges of Election, and the hours during which the polls will remain re-main open, shall be the same as designated in the foregoing "notice "no-tice of election. Section 6. That the City Recorder Re-corder be and he is hereby authorized au-thorized and directed to communicate com-municate such instructions to said judges of such special election elec-tion as may be necessary to enable en-able them to properly conduct such election, canvass the votes and certify thereof to said City Council of said Roosevelt City as required by law, and the said City Recorder shall cause ballots to be printed in the form set forth in said notice and furnish them to the qualified electors thereof, and that said City Recorder Re-corder shall also provide ballot boxes, poll books and all stationery station-ery necessary for the use of the judges at said election. Section 7. That in the opinion of the City Council of Roosevelt City, Utah, it is necessary to the peace, health and safety of said city that this resolution become operative immediately, so that the election provided for therein may be held on the date specified. speci-fied. Section 8. That this resolution shall take effect and be in force upon the date of its passage and approval.
