Show Engineer's Report Awaited In City's Water Bonding Issue 3 Council Explores Possible 11 j Water Sources For Extension And $ Bmprovement Of Present System Members of the. planning board met with the city council on Monday evening to discuss public objections to the 8100,000 bond issue elections, and to learn 1 what plans arc in the offing for the improvement of Roosevelt's water system. J. V. McLea, chair-man chair-man of the planning board presented pre-sented the case for the planning tl board and sought an answer to the questions: Where is the city I going to get the water for the pipeline extension and how ade- j quately will $100,000 meet the hoped for improvements? 1 Waier Not Yet Available In answer to Mr. McLea's query, Councilman Eugene . Harmslon made known the fact that there is no water at the present; that culinary water rights will have to be purchased and possible transfers effected. He stated further that the engineer engi-neer employed by the city to conduct con-duct the water survey had declared de-clared that it is entirely feasible for the city to move to the north for its increased water supply. However, the engineer has not . submitted a formal report and presentation of a complete engi- ; neering plan is not expected un- til immediately prior to the bond issue election After some discussion in which Engineer B. O. Colton was called to participate it was agreed by the council to meet with directors direct-ors of the Moon Lake Water Users Association and endeavor to purchase water rights if they ' are available. If Moon Lake wat-I wat-I er is not obtainable then other ! sources must be explored, name-I name-I ly Indian water rights and the ' Uriah Heap springs in the vicinity vicin-ity of Lapoint. It was the general gener-al belief of the council that if , Moon Lake water cannot be ;i purchased then the association 'might be agreeable to an ex-t ex-t change. But as things now stand V j water for the new pipeline ex- tension has not yet been acquir- ed. Mr. Colton pointed out that shares in Moon Lake will not necessarily mean that Roosevelt can exoect a definite amount of j water for culinary purposes. The S5fj amount of water obtainable will I depend entirely upon the fluct-uation fluct-uation from season to season, and i t a further question exists as to whether or not $100,000 will be ''"sufficient to divert water from Moon Lake into the proposed city water main. It was Mr. Col-n Col-n ton's suggestion that the city ac-tl ac-tl quire its water first. Bonding Ordinances Hasiy ' It was Councilman Bair's ob-servation ob-servation that the council had f5jj' acted a bit hastily in enacting i the. bond issue ordinance. He in-Insisted in-Insisted that a sure plan for ob-.lk ob-.lk taining water should have preceded pre-ceded the bonding election or- J; dinances and the plan then made ; public. 1. However several members of .5 the council are of the opinion 3"jthat a move has been made in -- the right direction and, that bas-fjltl.ed bas-fjltl.ed on the. engineer's forthcoming ; report the bond election should Jgo through and the pipeline laid as far as the $100,000 will pejr- "imit. In the event that the initial jline will not be adequate, these 4iM !same councilmen , believe that gl lunds -for its completion could be raised elsewhere. The engineer arrived in Roosevelt Roos-evelt Wednesday and it is expected ex-pected that he will have his re--.firtPorl ready for presentation ItJt.i'about ten days before the bond . Issue election. A public meeting ' Is being planned to hear the engineer's en-gineer's report and the proposals Of the council. |
