Definition and Penalty: Every ' meter through which electric cur- rent passes for both l'7ht and power pu!pos3 shall be considered a light . meter and the light rate p.-ovided ; herein shall be charged for said cur-! cur-! rent, and if current for lighting is secretly or fraudulently passed through a power meter or if light or power is used without passing through a meter the person, firm or corporation so using the same shall be guilty of a misdemeanor and shali be subject to a fine not to exceed $25.00 for each such offense. 3. Time of Payment.
