Show Guilt Speech Stirs France Pris French governmental circles are stirred over the speech of the German Ger-man foreign minister, Dr. Stresemann, at Cologne Saturday, in which he referred re-ferred to the recent "war guilt" speeches of Premier Poincaire, characterizing char-acterizing them as jarring notes in the midst of the Thoiry conversations, and saying that Germany was ready to submit to any impartial tribunal charged with investigating the origins of the World War. A semiofficial note issued states that M. Poincaire's St. Germain and Ba-Le-Duc speeches last Sunday and Monday, respectively, were an expression of the opinion of the entire French government. |
