Show RULE OF WHIP IS STIRRING SOUTH CHIEF EXECUTIVE UNEASY OVER INCREASING OUTBREAKS IN UNITED STATES Excitement Runs High In Georgia City as Result of Another Whipping Incident: Governor Hints of Martial Law. Macon, Ga., Excitement ran high Monday when Macon awoke to find anotlier man had been kidnapped by the flossing gangs which for two weeks have been sinking terror to the heart of this entire community. The latest victim had not been located early Tuesday. The latest flogging, with a negro as victim, led to the arrest of three white men, brothers, who are being held in jail without bond. The men gave their names as S. R., C. F. and J. C. Hudson. This district has witnessed two lynehings in the post ten days. Adjutant General Charles H. Cox, siient Monday in Macon investigating the situation but refusing to make an announcement until he confers with Governor Walker at Atlanta. He hinted, hint-ed, however, that martial law will not be declared nt present. Flogging after flogging had been reported recently. Frequently recurring outbreaks of mob violence throughout the nation have caused officials of the Coolidge administration to consider enactment of legislation making these offenses a crime against the federal government. With governors of four states alarmed by mob uprisings and martial law proclaimed in one locality. President Presi-dent Coolidge was reported deeply concerned by the apparent increased disregard for law and order. The president and other government officials of-ficials were said to be considering the advisability of enacting an anti-mob bill in the next congress.
