Show REGULATIONS FOR PROTECTION OF THE UVESTOCKINOUSTRY Forest Supervisor's Ollice Flooded With Many Inquiries From Kloekiiiaxters. The Supervisor's Office is in receipt re-ceipt of so many inquiries relative to our grazing awards for 1919 that it occurs to me that possibly the publication publi-cation as a news item of the necessary neces-sary information might bo of considerable con-siderable intesest to permittees and at .the same time save us considerable trouble in writing a separate letter in each ,case. . The National Forest Regulations provide that for the protection of the livestock industry, reductions exceeding ex-ceeding 10 per cent on permits of land-owners, and 20 per cent on permits per-mits of non-land-owners cannot be made in any one year, to take care of the bona fide class A new applicants appli-cants and for increases to permittees below the protective limit who also have class a qualif iactions. On some of the districts there are very few permits above the protective limit, the large permits averaging from 2 3 to 35 head. This being the case,, a reduction from 2 to 3 head on each permit above the protective limit does not provide a very large number to be distributed among new applicants appli-cants and as increases to small permittees per-mittees below the protective limit. In making our awards for 1919 wo distributed the small surplus made available through reductions among thoses applicants and permittees whose qualifications met the requirements. require-ments. The war emergency inceasos in cattle and horses for 1918, . amounting to 1,400 head was not authorized for 1919 so that permittees per-mittees who had temporary permits last season were this year denied the number thus granted them. In the letters received at the Supervisor's Sup-ervisor's Otfices many complain that individuals not havi'ng the necessary land qualifications Have been considered. con-sidered. In such cases the regulation regula-tion provide that any lime between the first allotment of ,'razing privileges privi-leges and the final closure of a case. If It should be discovered that tlio original allotment of the privilege er its subsequent renewal was secured by "wilful misrepresentation or the suppression of material facts, the permit shall be revoked. Individuals who know of permittees securing their permit holding by fraud or misrepresentation mis-representation need only furnish us with the necessary evidence to liavo the preference of such permittees cancelled. Another point might bo mentioned here: The regulations do not permit one individual to graze his stock on the permit of another and where permittees are short their full permit number should secure permission from the Supervisor to remain re-main off the Forest that, season with the number (hey are short. It Is not permissible to lease or borrow sheep or cattle to fill a grazing permit. Forest Rangers visit all the towns occassionlly. If there is anything you wish to know concerning the regulations. re-gulations. It is suggested that you see the Forest Officer about the mailer. mai-ler. Do not depend upon advise you receive from people who do not thoroughly thor-oughly understand the regulations, since you may be caused to suffer cancellation or reductions through the unintentional misrepresentation of the regulations by others than Forest Officers. |
