The road does not particularly serve the people of Davis county, but it is on one of the alternate routes on the federal highway high-way system leading to the gateway between Utah and 'Wyoming. Caldwell, member of the Colorado river commission, is rather committed to the theory that unlimited -development of irrigation projects, with, of course, a proper use of water, should tie permitted to all the states in the Colorado river basin. bas-in. Some members of the commission desire a definite limited acreage in each state. Others agree with Mr. Caldwell, taking the position that there is water enough in the river to develop all feasible projects. But even ev-en if there were not, Mr. Caldwell argues, ar-gues, the scientific development of the river would demand the use of the water to the fullest extent in the upper reaches of the river, because a large part of thin water will return to the bed of the river, while on the lower-river, and particularly in California Cali-fornia and the republic of Mexico, uch return flow is impossible. As n result it would take, he points out, about three times as much water to irrigate an acre near the gulf of California Cali-fornia or the Salton sea as it does in Wyoming, Colorado or Utah.
