M., due, legal and timely notice )f the' time, place and purpose of said Regular adjourned session having jeen given to all members as reriuired by law. County Clerk. , Commissioner Parley Christiansen introduced and moved the adop- .lon of the following resolution: x RESOLUTION. A resolution calling, providing for and ordering a special election n Sanpete County, State of Utah, for the purpose of submitting to the jualified voters of said County who have paid a property tax therein in ;he preceding year, the question of incurring a bonded indebtedness In .he sum of Two Hundred and Eighty Thousand Dollars (128 0,000.00), 'or the purpose of raising funds to defray the expense of laying out, irecting, constructing, improving and maintaining public roads and highways, high-ways, including culverts and bridges, within said County, outside of ncorporated cities. WHEREAS, there is an immediate and pressing need of raising lunds to the amount of $280,000.00 to be used in the laying out, erecting, :onstructing, improving and maintaining public roads and highways in Sanpete County, Utah, outside of incorporated cities, including the building )f culverts and bridges therein and thereon; and WHEREAS, in order to raise said funds it will be necessary for laid Sanpete County to issue and sell its bonds to th amount of $280,000.00 is , if and when the issuance of said bonds is approved at a legally called ind held election of the qualified voters of Sanpete County, who shall aave paid a property tax in said Sanpete County, in the year 1919; and WHEREAS, the interests of Sanpete County require it and the Board of County Commissioners of said County deems it to be expedient and necessary at this time and for the public good, to issue the bonds of said County in the sum of $280,000.00 for the purpose aforesaid, NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of the County of Sanpete, State of Utah, as follows: 1. That a special election be, and the same is hereby called and ordered to be held in Sanpete County, State of Utah,- on Tuesday the 27th. day of April, A. D. 1920, for the purpose of submitting to such qualified voters of said County as shall have paid a property tax therein in the year next preceding such election, the following proposition to wit: "Shall bonds of Sanpete County, State of Utah, in the sum of $280,000.00 be issued and sold by the Board of .County Commissioners for the particular purpose of defraying the expense of laying out, erecting, constructing, improving and maintaining the following specifically described public roads and highways within the County of Sanpete, State of Utah, outside of incorporated incorporat-ed cities, including the expense of erecting all necessary culverts and bridges therein and thereon, to-wit: Beginning at a point on the State Highway at the North City limits of the City of Manti and running thence in a northerly direction on State Highway by way of the City of Ephraim to Pigeon Hollow, excepting therefrom such portions of said highway as are embraced within any incorporated City, and the amount to be expended thereon shall be $140,000.00, but should any excess remain of said $140,000.00 after completing said highway, such excess shall be divided equally and expended, one half thereof upon the highway leading from Pigeon Hollow to the Juab County line by way of Chester, Moroni and Fountain Green, and one-half thereof upon the highway leading from Manti to the Sevier County line by way of Gunnison, Centerfield and Axtell. Also beginning at a point on said State Highway at the South City limits of the City of Fairview and running thence in a Southerly direction on said State Highway, by way of Mount Pleasant to the North City limits of said Spring City, excepting therefrom such portions of said State Highway as are embraced within any incorporated city, and the amount to be expended thereon shall be $70,000.00. Also beginning at a point on the State Highway at the South City limits of Manti City and running thence in a Sounthwesterly direction on said State Highway, by way of Sterling, Gunnison, Centerfield and Axtell to the South boundary line of said Sanpete County, excepting therefrom such portions of said State Highway as are embraced within any incorporated City, and the amount to be expended thereon shall be $35,000.00. Also beginning at a point on the State Highway at ,Plgeon Hollow and running thence in a Northwesterly direction on said State Highway by way of Chester, Moroni, and fountain Green to the boundry Hue between the Counties of Sanpete and Juab, excepting therefrom such portions of State Highway as are embraced within any incorporated City, and the amount to be expended thereon shall be $35,000.00. 2. That notice of such special bond election shall be prepared and given by the County Clerk of said Sanpete County by publishing the Bame in the Manti Messenger and Mt. Pleasant Pyramid, newspapers of general circulation, printed and published w-eekly in Sanpete County, btal.p. of Utsh, for four weeks prior, to said election, the same to be jiuuiibueu m saia newspapers during said period in each regular and successive issue thereof, the first publication of said notice in the Manti Messenger to be made on the 26th. day of March, 1920, in the Mt. Pleasant Pyramid on the 26th. day. of March, 1920, and the last publication in the Manti Mesenger to be made on the 23rd. day of April, 1920, in the Mt. Pleasant Pyramid on the 23rd. day of April, 1920, being for a period of four weeks prior to the said 27th. day of April, 1920, the date hereinbefore herein-before designated for the holding of said special election, which said notice Bhall be substantially as follows, to-wit: NOTICE OF SPECIAL ELECTION. NOTICE IS HEREBY GIVEN that a special election has been ordered order-ed and called by the Board of County Commissioners of Sanpete County, Utah, and will be held in said Sanpete County, Utah, on the 27th. day of April, A. D. 1920, to determine the question whether or not bonds of Baid Sanpete County, Utah, in the sum of Two Hundred and Eighty Thousand Dollars ($280,000.00), bearing interest at the rate of not to , exceed six per cent per an mum, payable semi-annually, said bonds made payable! in not to exceed twenty years from the date of their issuance, shall be issued and sold by the Board of. County Commissioners of Sanpete County, Utah, for the purpose of defraying the expense of laying out, erecting, constructing, improving and maintaining the following specifically described public roads and highways within the County of Sanpete, State of Utah, outside of incorporated cities, including the expense of erecting all necessary culverts and bridges therein and thereon, which said public roads and highways are described as follows, to-wit: Beginning at a point on the State Highway at the North City limits of the City of Manti and running thence in a Northerly direction on State Highway by way of the City of Ephraim, to Pigeon Hollow excepting therefrom such portions of said Highway as are embraced within any incorporated City. Also beginning at a point on said State Highway at the South City limits of the City of Fairview, and running theuce in a Southerly direction on said State Highway, by way of Mount Pleasant to the North City Limits of said Spring City, excepting therefrom such portions of said State Highway as are embraced within any incorporated City. Also beginning at a point on the State Highway at' the South City limits of Manti City and running thence in a Southerly direction on said State Highway by way of Sterling, Gunnison, Centerfield and Axtell to the Soutli boundry line of said Sanpete County, excepting therefrom such portions of said State Highway as are embraced within any incorporated City. Also beginning at a point on the State Highway at Pigeon Hollow nd running thence in a Northerly direction on said State Highway by way of Chester, Moroni, and Fountain Green to the boundry line between the Counties of Sanpete and Juab, excepting therefrom such portions of State Highway as are embraced within any incorporated City. At said election the form of ballot shall be as follows: To vote for the issuance of bonds place an (X) in the space after the word "Yes." Said election shall be held as nearly as possible in conformity with the general election laws of the State of Utah, except as otherwise provided by Sec!ion 1414, Compiled Laws of Utah, 1917, and at such election every qualified voter of said County who shall have paid a property tax in the County in the year 1919, shall be entitled to vote. AND BE IT FURTHER RESOLVED, that the County Clerk be and he is hereby authorized and instructed to notify said persons of their appointment to serve as judgeB of said election and to furnish instructions and directions delrver ballots and stationery and procure and take such other steps as may be necessary in carrying out these resolutions to the end that said election may be held in accordance with law. Commissioner C.. J. Christiansen seconded the adoption of the foregoing resolution and the same on. being put to a vote was unanimously carried by the affirmative vote of all commissioners present, the vote being as follows: Commissioner L.
