Show Number oi Workers on Payroll Subject to That of July 1st "Before any establishment, essential es-sential or otherwise, can increase the number of workers on its payroll above the number in active ac-tive status on July 1, a manpower man-power allowance will have to be granted to that establishment by the Manpower Priorities Committee," Com-mittee," Milan T. Oldroyd, manager man-ager of the War Manpower Commission's Com-mission's United States Employment Employ-ment Service office in Richfield, warned Saturday. "Any establishment which considers con-siders its ceiling to be inequitable inequit-able or which desires to hire additional ad-ditional workers above his July 1 level, should request an adjustment ad-justment of ceiling or a manpower man-power allowance by the Manpower Man-power Priorities Committee," he explained. Mr. Oldroyd added that he as manager of the Richfield office could grant a temporary manpower man-power allowance or a temporary-adjustment temporary-adjustment of ceiling to employers employ-ers in this area in cases of emergency emer-gency in order to guard against ases of undue hardship arising. The exemptions would be ot a temporary nature only and I would not relieve the employer of the responsibility of applying to the Manpower Priorities Commute Com-mute for a permanent ceiling adjustment ad-justment or manpower allowance in the regular way. U. S. Employment Service offices of-fices have been instructed to refer re-fer workers only to firms which have received allowances or to establishments where employment employ-ment is beneath their ceiling levels, for the sole purpose of replacing re-placing workers lost since July 1. "All referrals will be made strictly according to established priority ratings," Oldroyd added. He pointed out that on July 1, all employers in Utah were notified (1) of an employment ceiling date established for their establishments; es-tablishments; (2) of the procedure proce-dure under which they could request re-quest adjustments of ceiling, and (3) of the conditions under which they could hire workers. "No authority, either real or implied, was granted to any establishments es-tablishments to hire any workers, either male or female, simply because be-cause that establishment was below be-low its employment ceiling," Oldroyd Old-royd said. |
