Promptly nt noon today the new democratic ndmlnlatrntlon took over the nffnlrs of this city, nnd contrary to expectations thnt they would simply go through the necessary formnlitlcs usual on such occasions and adjourn to some future date to make appointments nnd transact general routine matters, they buckled right down to business nnd held a very busy session which lasted all afternoon. The outgoing mnyor nnd n quorum of last year's councilmcn, after approving the bond of Mnyor Ben F. Moss, retired nnd the new council, composed of E. T. Borkenhngcn, who Is the four-year-term coCmcllmah, Fred Bouvle, Aichle Allison, Alli-son, Stcphnno GinnottI nnd W. ERh6des, four short term coun-cHmen, coun-cHmen, immediately took up the mnttcrtof the nppolntments to the various city offices. There were nlsoXprosont City Recorder C, R. Jones and Treasurer Sam Stein. The First appointment mnde was thnt of L. A. McGce of Price as city nttorney. There wns no other nppllcnnt for this office and Attorney McGce's nppointment wns mnde unnnimously. There were two applicants for the position of city marshal, W. M. Cook nnd M. L. Leute, who for about the past eleven months has held the positionnd for whom nt the eleventh hour n petition wns circdlatcd praying for his reappointment. However, Mnyor Moss' appointee, W. M. Cook, secured the office i with but one dissenting vote. I Three npplicntions were filed with the council for the position of city electrician. They were from E. L. Stevens, W. L. Cohn nnd 'John Hnmcl, the present incumbent. Stevens, however, wns the I choice of the mayor nnd council nnd received the billet. The np-I np-I plication of Dr. F. R. Slopnnskey for the position of city physician I and health officer wns the only one presented for the post nnd he I wns accordingly npiwlntcd nt n yearly salary of two hundred nnd .fifty dollars. William Frost, who has been city justice here for 'the past three or four months nntl who prnctlcnlly hnd the en-i en-i dorsement of loth parties last fall, made n verbal application to the mnyor nntl council for reappointment, which wns done unnnimously. unnni-mously. Two other nppointments were mnde, which showed how determined the council was to do Its business thoroughly, nnmely, M. B. Lowry nnd John Buchannn, who land the two jobs open under the city electrician ns nsslstnnt engineers nt the power plant. After the rcjiort of the outgoing trensuror, Joseph Blumbcrg, the council adjourned nnd visited the city's power plant In n body, where they made n thorough Inspection. Helper's new mnyor, B. F. Moss, scarcely needs nny Introduction Introduc-tion from us to the public of Carbon county, ns he is well nnd favorably fa-vorably known to n great number of people. This is not his first offense in holding public office ns during the yenrs 1911 nnd 1912 he sorved the town of Helper ns trensuror nnd mnde n splendid record. Mnyor Moss came to Cnrbon county In the year 1900 nnd settled in Helper, engaging in the barber business, nnd bears an excellent rcputntlon for integrity nnd for close attention to nny business that may come before him. Ho will undoubtedly serve the city of Helper ns mayor in n thoroughly businesslike and conscientious con-scientious mnnner. Ho is n mnrried man nnd has the best wishes of hundreds of friends throughout Cnrbon county for n successful Fred Bouvle, the only republican member of the now council nnd whose election testifies to the esteem in which he is held by his fellow citizens nnd employes, is having his first shy at holding office. Bouvle, who is n married man with one daughter, is .18 years of ngc nnd hns been engaged in the railroad business for the Inst twenty yenrs, his first work being nt Piattsburg, N. Y. It is just thirteen yenrs since he enmo to Utnh nnd he hns been employed em-ployed ns nn engineer on the "west end" of tho Denver nnd Rio Grnndo over since, coming to live In Helper nbout seven venrs ago. Councilman Bouvle states that he intends to do nil in his power for tho interests of tho tnxpnycrs of Helper nnd will work hnrd to mnko the city n good, elenn, moral plnco to live In. He favors the employment of men in public office who want to make Helper their permanent home nnd help build up tho city, in preference to those who nre strangers. He is young, energetic nnd nbovc nil honest nnd n credit to the profession he follows. He is a member of the Brotherhood of Locomotive Engineers. Stcphnno GinnottI, who wns born nmong the mountain penks of Tyrol fifty-five yenrs ngo nnd is one of the new members of the council, hns been one of Helper's respected citizens since 1907. He camo to Utnh in 189 1 nnd worked in tho coal mines nt Castle Gate for ten years, at which employment, by displnying thnt thrift for which his countrymen nre famous, he ncquircd sufficient means to buy u piece of farming lnnd immediately north of Helper. In 1907 ho received from tho town tho position of wntermnster, which he , hns filled to tho satisfaction of the town's tnxpnycrs. Ho has served on tho Helper school board and hns held other positions of trust. W. E. Rhodes, the "tall sycamore" of the new ndminlstrntion ' nnd a fnmily man nearing the half century mnrk, has ocen a resident resi-dent of this suite for thirty-five years nnd settled In Helper two yenrs ngo, where he Is employed by the Denver nnd Rio Grnndo ns general foreman of the shops. Should he give tlu same thorough attention to Helper's nffnira ns lie does to his duties to tho railroad rail-road company, the community mny rest assured that their interests inter-ests nre in good hands. He states thnt he is "out" for tho benefit of tho city of Helper nnd thnt he will servo ns two-venr councilman to tho best of his ability. He never before hns held public office i Archie Allison, who Is 218 yenrs old nnd employed by the Denver nnd Rio Grande ns foremnn in the bollermnklng department of the shops, came to Helper nbout six yenrs ago from Colorado. Effi- ' clency is Councilman Allison's watchword nnd ho promises to see . to it that the government of the city shnll be conducted nlong strict business lines, that it shnll bo clean nnd decent nnd he will demand thu same degree of closo nttention to public duty from tho city's employes ns he does from tho men who nre employed under him at the shops. Councilman Allison, who is n benedict, hns n large number num-ber of friends in Helper nnd other parts of Cnrbon county. C. R. Jones, bettor known in tho community ns "Ted" Jones, will be Helper's city recorder for the next two yenrs. From the manner in which Recorder Jones grappled with his work nt the Initial meeting of the council It is plain to see that Helper has got the right man for tho place. Ho is the youngest member of tho city's ndminlstrntion nnd is n married man with two children. He is n nntive of Arizonn nnd camo to Utnh nbout ten years ago. He settled in Helper three years ngo nnd Is nt present employed ns chief clerk for the Standard nnd Spring Cnnyon coal companies. "Ted" has never held office before and enters on his present duties du-ties with n thorough underatnn'Jlntr of tho responsibilities of the recorder's office, nnd It is n foregone conclusion the office could not be in better hands. Affable nnd courteous, clean cut and of good and strictly moral habits is Recorder Jones, and nil wish him good luck at his new job. i It is noted with pleasure that Helper did not overlook one of . her best citizens when Sam Stein was selected to hold 'the key of the city's strongbox for the next two years. Born thirty-two yenrs ngo in Libnu (Russin), he came to Utah when but n lad of sixteen summers. For the past fifteen yenrs he hns been employed em-ployed most of the time in one of Helper's Inrgest mcrcnntlle establishments es-tablishments and at one time filled the office of town treasurer. Being n mnn with n fnmily of two children nnd sober, stendy nnd industrious hnblts, he is indeed well fitted to fill ihe iMjsltion to which the community hns elected him. The nppointment of Dr. Slopnnskey to the position of henlth officer nnd city physician is n good one, ns he hns creditably filled that place In the pnst. The doctor Is too well nnd fnvornbly known to the people of this district for your correspondent to enlarge upon his fitness for the office. Dr. Slopnnskey is tho resident physician nnd surgeon for the Denver nnd Rio Grnulo. An nppointment thnt seems to be very acceptable to nil is thnt of Willlnm M. Cook. For the next two yenrs ho will wenr the badge of city mnrshnl nnd will devote his time to keeping tho pence of the city. Ho needs no introduction to the people of Cnrbon county ns he hns creditably filled tin1 same office ho now holds nnd also thnt of deputy sheriff. Particularly should the businoss men of Helper be sntisfled with Mnrshnl Cook's appointment ns he is well fitted for the job, being absolutely fearless in the performance per-formance of his duty. Marshal Cook hns been engaged in funning funn-ing nnd blacksmithing during the pnst year. All the outlier nppointments np-pointments by Mnyor Moss nnd concurred in by the council seem to have been mnde with the purpose of securing for tho city u force of men in nil respects fitted for their various duties nnd will undoubtedly un-doubtedly please the tnxpnycrs of Utah's coal center. The new long term councilman of Helper City Is so well known to everybody both In his home town nnd in the county thnt nny comments made by The Sun correspondent us to capabilities to fill the office he has been elected to would be merely superfluous. E. T. Borkcnhugen is one of the old timers nnd nt nil times lias been Identified with Helper's growth nnd advancement. Ho is u substantial sub-stantial business man of fnmily and n large contributor to the coffers thnt hoM the city's revenue. The election of n successful mnn for the offico he now fills wns n splendid move on the pnrt'Of Helper's voters, because such men us he nre specially fitted to sec thnt tho resources of the city nre carefully husbunded, that the expenditures nre made with a view to solid improvement? coupled with the economy that is often lacking in communities of the size of Helper.
