Dr. Richard D. Budd, a vocational psychologist at the Utah State Training School, has been named chairman of the Utah County Regional Planning Committee. The committee has been formulated and developed as a spin-of- f of the Agencies and Organizations Serving the Handicapped committee, and was formed following a December conference of that committee. Dr. Budd said the committee is planning meetings and is con-tacting key Utah County residents to function on the council and to help services for the handicapped as well as identify needs not being met by the present agencies. About 100 agencies and organizations in Utah County have been contacted to join the new committee, Dr. Budd said. A one-da- y meeting is planned for May to which they will be invited to help evaluate and ac-complish the goals of the committee.
