Show P.G. City Council Met on Tuesday, Discuss Items The Pleasant Grove City Council began their regular Tuesday evening meeting at 7:00 p.m to provide time for a public hearing to review the request of Stan Boyer to have his property which was recently recent-ly annexed into the city limits changed from the R-l zone to an agricultural zone. Several neighboring residents were present at the meeting concerned concer-ned that their property had been annexed to the city. These men were assured that the matter dwelt only with the Boyer property and did not effect ef-fect them. The council voted to have the zone changed from R-l to A1SD. Art Steele, general city superintendent sup-erintendent was present to report re-port on the activities of various var-ious departments. He reported that the Metropolitan Water District had requested that the storm drian at the canal on 100 East be cleaned and provision made for the run-off water to be carried away from the side of the canal. The mayor asked if this work is the direct responsibility re-sponsibility of the city or the responsibility of the person or persons creating the water runoff run-off problem. It was recommended recommen-ded that the city attorney and the attorney from the water district meet together to determine deter-mine areas of responsibility for the various parties. Mr. Steele suggested that the city begin now to seriously consider planning plan-ning for storm drainage. It was reported that the Pleasant Grove Mobile Home management had reauested that they be allowed to place trailers on lots in the park and then make these trailers available avail-able for rent. Since this would be a change for the original intent of the park subdivision, the council felt that this mater mat-er should be reviewed by the Planning Commission. The progress of the sewer construction on 100 North by the canal was discussed The council agreed that it will be the responsibility of the developer to restore the road to its original condition. Mr. Steele reported that work had begun on the cemetery ceme-tery pump building and also that all materials had been received re-ceived so that construction on the measuring weir at the waste water treatment plant can begin. Councilman Bezzant introduced intro-duced Miss Michele Ray, a stu-' dent at the local high school to the council members. Councilman Coun-cilman Bezzant reported that Michele had studied the off street parking ordinance and had formulated a revision to this ordinance. This proposal was reviewed and its provisions provis-ions were that no person shall park any vehicle on any city street where the pavement runs from curb to curb or with- (Continued on page 10) Pleasant Grove Councl Meets (Cotinued from page 1) in five feet of any paved street surface between the hours of two o'clock a.m. and six o'clock a.m. from the months of November 1 through March 15. Councilman Mills explained explain-ed some of the problems that may result with the adoption of the proposal but stated that he felt that these could be worked out. Councilman Hunts-' man stated that he felt the core of the off street parking problem is that residents are not providing ample off street parking for their own cars and that the planning commission should require that sufficiant off street parking space be provided pro-vided at all residences so that there will be no excuse for parking on the street. The council voted to adopt this proposed pro-posed ordinance amendment. Several local residents met with the council to express concern to the city officials over the utility rate increases. They requested additional information in-formation as to the reasons for the higher rates. Mayor Hay-nie Hay-nie reported on the financial statements of the water and sewer funds. At present rates the sewer system has lost several sev-eral thousands of dollars and a small loss was projected this year for the water system. This is the reason for the monthly rate increases. The increase for connection fees has resulted because of the expanding and enlarging the water and sewer systems. The people expressed great displeasure for the large increase which has come all at one time and suggested that this should have been a gradual grad-ual increase. The council stated stat-ed that the financial need is now and to gradually make step increases would not generate gen-erate the needed revenues. It was agreed that the rates should have been increased prior to this time but this action act-ion had never been taken. The rats of neighboring communities communit-ies was compared with the rates for Plesaant Grove. It was the opinion of the city council from discussion with officials from other cities that that they are considering increases in-creases in their utility rate structure and that these new rates will soon begin to appear. Several of the citizens present pre-sent at the meeting resided in the Allenhurst subdivision on west center street and ask ed that their street be provided provid-ed snow removal even though they reside on a dead end street. City Councilman Mills reported that he will contact the street department and have them provide this service when the snow begins to fall. The problem of the Bayly Corporation Cor-poration employees parking along the roadway in front of the homes in this area was discussed. dis-cussed. The mayor stated that he will make the people working work-ing at plant aware of this problem. pro-blem. This group of citizens expressed ex-pressed thanks to the council members for listening to them and suggested that the city consider billing each residence residen-ce in town on a monthly basis. The council assured these people peo-ple that this request will be reviewed. Mayor Haynie discussed the various people who have requested re-quested special consfideration for utility connection fees. The city attorney was present and expressed his opinion and stated sta-ted that there is no legal problem prob-lem in charging the new rates. He- did mention however that the council could draw up guidelines and conditions which could be followed if it was felt that special consideration consider-ation should be given. The council voted to have the sewer sew-er and water committee review this suggestion. Officer Stephen Frampton met with the council to discuss the operation of the ambulance. ambul-ance. Officer Frampton reported re-ported that lately many members mem-bers of the auxiliary police have moved away from town or resigned which has created a shortage of people to serve on the ambulance crew. He stated that volunteers are needed to help man the ambulance. ambul-ance. Interested citizens are encouraged to contact Officer Frampton for more information Councilman Mills reported on the fund drive for th purchase pur-chase of a new ambulance. He stated that he had met with officers of many of the local civic clubs and had asked them to provde a fund raising project pro-ject to assist in the purchase of the ambulance. He reported that the city employees are ar-rfangoig ar-rfangoig a family night of entertainment en-tertainment to be held Dec. 14 at the Pleasant Grove High School auditorium. The pro- gram will be furnished by Tacky the Clown and Marko the magician. Santa Claus will also make a guest appearance. The shows will be at 3:00 and 7:00 o'clock. All residents are encouraged to support this project. pro-ject. Councilman Mills reported to the council that the county had declined to pay for a street light that the safety department depart-ment had recommended be installed in-stalled on 600 West. The county coun-ty felt that this light was not needed, but Councilman Mills observed that there are only three street lights on 600 West from Center to 1100 North and felt that this light was needed. He will contact the county commissioners about this matter mat-ter and other matters relating to county financial participation participa-tion in services provided by the city for county residents. An ordinance amending Section Sec-tion 1-4-1 of the city code was read. This change provides for the amount of fine to be set at $299.00. The council voted to adopt this ordinance. The council approved the recommendation of Councilman Council-man Bezzant that a new member mem-ber be chosen to serve on the planning commission. Councilman Bezzant reported report-ed on the meeting with the business men held last week where the proposed downtown study was discussed. He stated stat-ed that this group received valuable input at this meeting and will present an initial report re-port to the planning commission commiss-ion on Thursday. Mayor Haynie reported that the Business Development Corporation Cor-poration had met with a local businessman that is interested in a site at the Industrial Park. This matter is being pursued through the development board It was reported to the council coun-cil that the suggestion had been received that dog licenses licen-ses increased to $5.00 for male and sprayed female, $10.00 for registered unsprayed females and $25.00 for unsprayed females fe-males dogs. The council voted to table this' suggestion pending pend-ing further study. Councilman Bezzant reported report-ed that the debate class at the high school is planning to hold a series of debates to discuss subjects of local concern. The debates will be held at th high school sometime in January. |
