Show STATE HIGHWAY PATROL SUBMITS ANNUAL REPORT the annual report of the utah H highway patrol for 1939 has been submitted to the state road commission by highway patrol superintendent in R whitney groo this report shows that there are now 50 highway patrolmen on active duty 7 additional men having been added to the force in 1939 during 0 the year there were patrol miles driven in covering miles of state roads which the highway patrol must police intermittent checking stations were operated at spanish fork canyon during the rush coal hauling season and at the salt lake davis county line in addition to an almost full year operation at sanu santa clara in washington county the santa clara station was in operation from january to no vember during that period there were vehicles passed gassed thru the station the daily average of freight passing the station was pounds of which pounds came into the state and pounds was outgoing this gives a total freight handling for fol the year of pounds the report shows an increase of vehicles over 1934 the first year the station was in operation in addition to their other duties the highway patrol inspected school busses and required that they be placed in proper condition to comply with the state law gov arning buses patrolmen gave examinations for drivers and chauffeurs licenses up to the time that this du ty was assumed by the state tac ta commission of the examined 26 1154 passed the tests and were given licenses failed while were held for further examination there were 1657 beginners permits issued the state road commission appointed checking stations which inspected resident owned cars 1157 of which were rejected the patrol made arrests outside of salt lake city ogden provo and logan they also issued 14 1 1 warning tickets J recognizing the importance of intensive training for patrolmen the state slate road commission conducted a highway patrol training school from september 11 to october 7 inclusive under the direction of sergeant Sea geant theodore loveless of the indiana indiana state police department and field officer of the safety division of the international association of chiefs of police training was given in the following major subjects patrol tactics accident prevention and investigation the motor vehicle code laws of evidence physical laws pre j caration pa ration and presentation of cases in court selective enforcement first aid squad drill and public relations A careful and intensive study ot state wide traffic and accident sta was made during the year to determine for the state road commission where there is greatest need for additional patrolmen all traffic accidents were closely checked to determine d ct ermine their causes with a view of eliminating traffic hazards as far as possible additional dional patrolmen were placed it il points of greatest nead and the state road commission now has all the data nece necessary sary to determine where new patrolmen will be re and where they wll w 11 be placed as soon rs as funds can be provided for their employment recommendations lations ions have been ma mad that 1 1 r rT imber ler of additional mort men no ne added u L the th patrol but it is expects d that it will require two beir i to build the organization to its needed strength th |
