Show BY RADFORD MOBLEY ey washington BURU special to the park record washington D C march 17 the resignation of alexander legge as chairman of the federal farm board and the appointment ot of james C stone as his successor successor Is not expected to result in any an y hange change ot of policy on the part of the board but it probably will yseult in a hange change ol of methods the difference between the two men Is s that mr legge Is a corporation man and mr stone Is a co he built up the kentucky burley tobacco operative cooperative co association and knows cooperative tactics and diplomacy from the ground up he Is not only thoroughly familiar with what can call and what cannot be done by operatives cooperatives co but he realizes what mr legge did not always learly clearly appreciate that the american farmer armor is so much of an individualist that hat the way to get him to operate cooperate co is to t 0 persuade him rather than to try to drive him the enemies of the operative cooperative co moie ment will undoubtedly try to make trouble for mr stone as they did lor for mr legge the private traders in farm commodities modi ties are fighting for their pocketbooks and they have riot not yet given up hope of creating a political situation which will result in the repeal of the farm mark marketing act they can get plenty of support front from politicians and it if there Is any way of misrepresenting the farm boards actions be sure th that a t it will be done it is likely that mr stone will take the people of the united states into his confidence more fully than his predecessor did and the belief of those in washington who are closest to the farm board situation Is that there will be a more friendly feeling toward the board as a result of mr stones persuasive and conciliatory attitude the ohio wool growers who rho have hare not yet come into the national wool cooperative I 1 are arc reported as being about to make a more in that direction the fruit and vegetable situation Is beginning to clear up and it la Is expected that before mr teague retires from the board which he has stated he be will do in july a strong national fruit arid and vegetable marketing organization will be set up now that congress Is out of the way tor for nine months and the president will vin have a clear track to administer the laws as they stand the question of prohibition comes up to the front again one of the most important pieces of legislation which was adopted last year was the consolidation of prohibition enforcement in n the hands of the department of jus ties ice those closest to the president say bay that hat the most vigorous rigorous effort that has been made yet to stop the inflow of 11 abor from canada and cuba and to check chech the activities of illegal distillers may be looked for from now on president hoovers refusal to indorse any proposal which has been made for the re peal eal or revision of the eighteenth amendment arises from his firm conviction that the prohibition law Is necessary that the control of hard liquor Is a problem which the united states state must solve as every other civilized country is trying to solve it there probably will be less interference with home brew bew or homemade home made wines and other fitt mutants made by individuals for their own use than there has been in the past the le california alifornia C grape juice makers have apparently legalized their plan of selling trape juice to persons and sending heir representatives around to supervise he process of making it into wine so long as the wine is not sold as wine it does not seem to come within the pro ISI of tile law tile the main issue Is the suppression of whiskey hiskey gin and rum it is on that issue that the greatest political split since the may occur be between now and anal the 1832 1932 election shrewd observers here say president hoover will be ed they declare and on a bone dry platform which will bo be unequivocal in every way senator capper of kansas has come out strongly to that effect the leaders of the democratic party split among th themselves insi elves at the national committee meeting here a few days ago with chairman john J raskob and alfred E smith 0 on n the wet side and joe robinson who ran for vice president and Is power powerful lul in the south on the dry side it seems certain that a democratic wet declaration w would 0 u id result in the loss losa of most of the south s tor for that party while republican leaders are beginning to think that they can win on a dry platform without the aid of new york and other eastern wet states which may not be as wet et as their leaders claim they are governor roosevelt of new york tor for example Is said to be opposed to committing his big party to a wet program and Is not cin convinced vinced that even new I 1 york cork state would give a wet majority it if he should be nominated it will be t the 1 e result of his bartys decision to la lay y ott f the prohibition issue declaring tor for maintenance of the constitution and the law as in 1928 while that would nominally take the prohibition question out of the presidential campaign it I 1 would still hover like an evil spirit over ithe the whole proceeding and leave the nation about abere it has been for the past few years year j i |
