it out by armed revolution the present depression Is world wide and the evidence that south america has not escaped Is evidenced by the overturning 0 of the governments of peru and argentina during the past few weeks there are rumors of trouble in other latin am american e rican c countries even in brazil which nation has had few internal difficulties the past decade or two the most important overturning perhaps was that in argentina her foreign trade to speak in approximate proportion la Is twice that of brazil and five times that of chile in 1029 we exported more than worth ot of goods to the south american republic at the same time argentina Is uncle sams most serious rival in the new world tor for foreign trade this Is because argentina in the southern temperate zone raises approximately the same crops that we do perhaps partly for this reason the united states Is less popular in argentina than in ili any other south american nation congress tor for years has sought bought to protect the american farmers against the importation into our own country of earn corn meat products and other farm commodities which are raised in the united states the duties were increased in the tariff bill passed this year many Argentin ians have at times criticized these tariffs and especially embargoes which have been laid against argentine products from time to time because of the fear that the toot foot and mouth disease and other pests might be introduced into the united states it Is only fair to say that at least a part of this propaganda against the united states has not originated in argentina but has been scattered there by european news agencies and european interests which have been anxious to foment discord between our country and argentina in order that as much argentine trade as possible be diverted from th the united states to europe As a result of trade rivalries and this hostile propaganda against america the relations between our own country and the argentine republic have been more too cordial during the past several years irogoyen Irl goyen the president of the republic recently deposed was particularly unfriendly to the united states he withdrew the argentine ambassador from washington more than two years ago end and has sent no one to replace him when the sixth pan american conference was held at havana in 1928 the argentine administration recalled its de legation because it opposed some or of mr hughes proposals made for the good of the conference on behalf of the united states and during the conference it seemed that the argentine delegates were doing their best to embarrass uncle sam and again argentina refused to bo be represented anted at the pan american conference on conciliation and arbitration held at washington in 1929 and 1929 but the unfriendly president Is no longer the head bead of the government and it Is freely predicted in washington that the new government it it survives will be distinctly more friendly to the united states all of which Is well and good and highly encouraging no one has claimed that Irl goven was put out ot of power chiefly because he be was unfriendly trl endly to the united states but suppose opposite conditions had been true and irigoyen Irl goyen had been a traditional friend of uncle sam then when he had bad been deposed we would have heard a shout from one end ot of this country to the other from tree free traders and other internationalists to the effect that irl goyens friendship to uncle sam had I 1 been latal fatal to him and that he be was constructive steps taken by the national administration with a view to helping the unemployment situation has to do with further restriction ol of immigration it was announced recently at washington that the state department through our consular agents in various foreign countries would hereafter for the time being at least refuse visas to alien labelers laboi labo lers ers seeking to find work in this country the action has been ordered under an old section ot of our immigration laws which provides tor for the exclusion of aliens from the united states who are liable to become public charges after their admission to the country ordinarily when an alien in a foreign country coming under the quota aisiks for a visa if he Is able bodied and otherwise qualified and if he be has clent funds to support himself and those dependent on him until he gets to his bis destination he is admitted this Is the procedure in normal or prosperous times in the united states but it goes without saying that these are not normal times we have now a general condition of unemployment so that there Is not now a reasonable prospect t that a care foreign artisan or laborer can immediately find employment in the united states for that reason be is much more apt to become a public charge than during prosperous times j it was pointed out in a statement made public at washington on the subject that the enforcement of this section of the law strictly str icily against mexican labor last year greatly cut down the tide of immigration from mexico into the united states steps of a similar nature have been taken a against the immier immigration aaion 0 of f canadian labor which is not under the quota and in tact fact canada has adopted restrictions against american labor labar during the present depression which has hit canada and the rest of the world as well as the united states it Is undoubtedly true that any y great inflow of alien labor into the country at this time would be unfortunate from the standpoint of the immigrant as well as from the public to standpoint indeed it is d during a time like the present that we come to appreciate our immigration restriction laws which have been carefully developed during the past ten years it Is easy to illustrate the importance ot of this legislation before the world war it Is to be remembered that immigrants were pouring into the united states at the rate ot of more than a million a year in tact fact the tide during the year 1914 mounted to over immigration naturally tell fell oil off during the war when the nations ol of europe were employing their man power on the field of battle but after the war was over and than things s began to readjust themselves the figures figures rapidly approached the million mark again and it became evident that the tide would soon mount much higher but the two restrictive immigration acts were passed and the immigration gation to this country from europe and asia was sharp ly restricted the total number of alien immigrants coming into the country during the past nine fiscal years was or an average of 0 a year now it if we judge by the figures from the prewar years and the known desire ot of nearly everybody in europe to come to america after the war was over we can easily estimate that had bad it not been lor for restricted immigration we would have live five or six million more aliens in the country than we have today this would have meant several mill millions lons more applicants lor for jobs and that many additional people to take care of in time of
