appropriation by fhe federal government of twenty four million dollars to be distributed among the states of the union according to their population tor federal operation cooperation co in road building on condition that states counties and towns raise an equal proportion to that which they rec elvei from the federal government and whereas should said bill become a law the state of utah will receive two hundred and fifty thousand dollars and whereas the several counties of this state are desiring state aid and are asking tor the state appropriation to assist them tn the improvement and construction of their roads and whereas there la great need tor improving the highways of this tate therefore be it resolved that the governor senate and house of representatives senta tives of the state of utah believing the principle of national state county and town operation cooperation co in the construction of main highways not only for the benefit of the agricultural products and also senators and congressmen from this st ditc itc last evening the following members of the house committee on industrial school were in ogden and conferred with the trustees ot the institution respecting spec ting its condition and the appropriations requested for 1905 and 1906 joseph orun dry hopes and curtan and bickford clerk ot the committee on last saturday the above commit teo and speaker hull without previous notice visited the institution and made a very through examination they reported to the trustees at last evenings conference that they found everything in first class condition and eliat in the way of material improvement pro had been accomplished during the past two years the committee will undoubtedly recommend that the trustees request for the following appropriations for the current two year be granted general maintenance baseil upon an average of 90 manual training machinery equipment material and wages of instructors for purchase of 20 acres of farming and additional bobria for library and general repairs and improvements to connect institution with ogden water works system in connection with the above the following from last evenings salt lake news will prove of interest two years ago during the last session of the legislature considerable controversy overby and bad feeling was aroused over conditions at the state industrial school in this dispute speaker hull and state senator aall boa crossed swords in gordly combat the former averring that the institution was more a prison than a reformatory and the latter that the gent lemans position waa wholly unwarranted and his attack upon the institution ution malicious and without reason hulla position was this the school in many respects wa bad ly managed the boya and girls were permitted to mingle together with reckless abandon there was no library save perhaps 25 or 30 volumes there was a carpenters shop but no tools there was no gymnasium there was no suitable play room the inmates in some respects were regarded very much as convict and the restrictions were such as to develop the spirit of the convict within them it was conditions such a these that mr hull and some of his legislative associates complained of and which they stated to the governor ought to be remedied without delay since then two years have passed with good effect the industrial school has changed wonderfully the needed improvements have bee armade been brought up to the required standard the boya and garla no longer mingle together as they used to tho latter have a building of their own across the street from the school proper while aha boys dormitory has been so improved as to give them better facilities for maneaf training and physical excer lse the girls building was at a coat of while the school has been equipped with a good library a gymnasium a carpenter shop a blacksmith shop a reading and recreation room a conservatory atory where the boys ara taught in the art of floriculture a shop and other etceteras all tending to enhance conditions and make tha institution what it should be speaker hull and the bouse industrial committee visited the school last saturday and were much gratified with the improved conditions tho changes are due m a largo measure to the good work of abst bupt supt thompson a man highly educated and eminently fitted tor the position bo now holds mr thompson Is a strict disciplinarian and puts the boys through their drill and gymnastic with good effect he has introduced tho merit system in the school cards being given each of which cuts down the sen tonco ono week sixty five of theae cards entitles the holder to parole which can be gained in no other way the now system Is having a wonderful effect upon tho inmates and from all that could be learned the students like it bupt supt and mrs allison are alao pledged with the changes and attribute conditions largely to the efforts 0 the legislators two years ago walla there is still room for
