tho flag that the flag is but the ambol of the free government which rests upon tho constitution and that where ane constitution extend the flag should not remain we congratulate tho people of cuba entering the family of nations and obtaining that independence which the american congress at the beginning of the war with til poin declared to be their inherent right we believe that a similar assurance of and protection to the people of the philippines would have prevented any misunderstanding with their leaders and that euch a declaration would have ended the sanguinary conflict at any time during the four years it has been waged in the archipelago we are opposed to the policy of territorial aggression which has embroiled the republic in unnecessary and ire warfare sacrificed the lives of many of its noblest sons and placed this government in a position where it cannot extend aid or sympathy to weaker peoples struggling for independence against superior wealth and numbers we believe in the democratic doctrine of expansion which has added to our original domain every foot of collig conlig bous territory ovar which the flag floats and fhe constitution extends we favor the peaceful acquisition of territory ahert the needs and welfare of this republic are first considered the denio cratic party has always stood for the legitimate and constitutional expansion of trade and territory while the very formation 0 the republic is a protest against the colonial policy of the administration we hold that the filipinos cannot become citizens without endangering our civilization that they cannot be subjects without jeopardizing our form of government we believe the united states should assist the filipinos to establish for themselves an independent government protecting them from out eide interference and securing to this country such trade relations and naval rights as may be advantageous to amer ican interests in the orient we denounce the philippine policy of the republican party as a record of costly blunders and criminal vacillation the late insurrection caused and perpetrated by fear and uncertainty among the natives engendered by the persistent abiu holly cible failure of the republican party to declare its policy with reference to these islands has already led to the sacrifice of thousands of lives made a fourfold increase of the army immensely swelled our pension lists and cost more treasure ahna would be necessary nece to double the endowments of all the universities versi ties and colleges of the country and provide for the conserving and distribution trib ution of water over the entire arid west the permanent retention of these lalands as colonial dependencies must be our vulnerable spot in time af pf war us they were with spain and in lime of peace lull ever remain an anxious burden upon the people of america requiring the fortification of coasts the improvement of rivers and harbora the maintenance of garrisons for the over with shamelessly applying to the whole american army criticisms which have been made against certain unworthy officers we have none but words of praise for the gallantry devotion to duty intelligence modera lion and humanity that have characterized the great bulk of the officers and enlisted men of the army in their operations erat ions in the philippines and the only condemnation for the attempt law against wo denounce the lle publican party for refusing to vest the interstate commerce commission with power to enforce its decisions railroad discrimination by means of which certain trusts are aided in perpetuating their monopolies we favor the exclusion of all coolie labor from competition with american workingmen by immigration laws as well ansby ic fusing to include among our population chinese or other inhabitants of the orient we indorse the chinese exclusion bill presented to congress by the american federation of labor and condemn the republican majority for rejecting this measure and substituting the present weak and inadequate law and we are also opposed to alie imports im porta tion of pauper labor from southern europe to which evil we attribute atti bute the present great and deplorable strike an fn the anthracite holds of the east we believe in the organization of labor for the protection of its rights and advocate the adjudication of all differences between labor and capital by a nonpartisan non partisan board of arbitration decisions shall be enforced by the ni hohal government we indorse the abiding principle embodied in the kansas city platform we hold to the quantitative theory of money the truth of which has been established by the enormous output of gold mines and the avidity with weiyi the increased supply of standard money has been drawn false pretense and dishonesty we invite attention to the uintah indian reservation whose opening republicans pretend to favor in 1893 through the efforts of the democratic representative in congress a law was passed to open the reservation to settlement and providing for a commission to treat with the indians to that end A wai at once formed to defeat the law and to procure a lease of a large portion of the reservation to the conspirators among them the present postmaster general the present poyer nor of the state of new york judge anderson recently appointed by president roosevelt to be a
