the regular meeting of the council acid last night tho mayors veto was sustained and the ordinance regulating the water rabea now lies among the dead As soon as the minutes of the last meeting were read and adopted the mayors message was brought up and before it was disposed 0 the bands 0 the clock pointed to 11 the mayors message which was the cause ot all the trouble follows 1 I return herewith without approval the enclosed ordinance entitled an ordinance to regulate and fix the water rates etc 1 I am in perfect harmony with your honorable body in making such legislation as will give to the people of this city a substantial reduction in wat er rates but I 1 am of ane opinion that this ordinance would subject the city to expensive and would not accomplish the object As 1 interpret the ordinance it practically provides that the water company otist furnish water free not only to city public buildings and grounds trot olao to other public buildings owned by other public institutions 1 I also think there would ibe a very serious question about whether we have the right to a water company to free water tor flushing of gutters and paved streets I 1 also think it would be deemed un reasonable to require the water company to collect water rentals quarterly in place ot deml annually as heretofore the city has the statutory right to fix the rate to be paid tor the use ot water but I 1 am afraid it does not include our saying what their reasonable are in this case the ordinance reduces the rates tor lawns from to 2 l ac per square yard but ty compelling the water company to collect quarterly it would ot course have the effect to have the water applied for during summer months only and would reduce the rate to 1 l ac which was evidently not your intention 1 I also believe the rates could toe adjusted some to make the ordinance more impregnable I 1 think a flat meter rate of per thousand gallons is too high for large consumers on account of their caving been io adjustment of rates for over ten years there are one or two cabes where the rate abow charged by the water company Is very low on account of my absence I 1 did not get to see the ordinance or learn any thing about st until after its passage ty your honorable body but it you see proper to reconsider it and it Is desi raible I 1 will take pleasure n operating cooperating co with you to put it in chape that it will toe more apt to egand the tesi and accomplish the object we all have in view councilman brown proposed to amend the ordinance but councilman jones objected bitterly saying that to amend before the mayors veto was acted upon would toe illegal the chair it would be legal to amend the ordinance and it was amended to read so that the water company might collect rates deml annually instead of quarterly over this proposition to amend there was a great deal 0 discussion and heated argument in which members made some very hard I 1 accusations against some of the others there was a great deal of confusion and parliamentary law was disregard ed councilman jones made a bitter attack upon the mayors mess alge ou holding t tip and sarcasm and when the amendment was passed all voted in favor of it except jones and powers no sooner had it abeen passed than the question of its ibeling illegal prompted councilman farry to ask for n reconsideration of the vote on the
