for the past two years 5 cars 1 cime camo I 1 to an end and the newly cle elected acted members of the city council mayor lundy recorder rapp marshal metcalf and treasurer brough w will ill assume full control today at the meeting of the city council last night the reports of mayor or turner and the various heads of I 1 wore were submitted and filed ai mel iii report is follows as OGDEN utah december 30 to the uty council in surrendering the office which aich I 1 have havo had the honor to administer for the past two years I 1 have thought that a brief review of the tile events and results of the labors of the officers of the present administration who are about to retire would be acceptable not only to yourselves bat but to the general public we e entered upon our duties on february 1891 at an important and somewhat critical period in the history of our city and I 1 believe e at no other time in the life of bf ogden have its prosperity and growth grow th been mo p dependent on oil those in charge of its rl affairs than during the past tw two y ars rs many were w ere the remarks at the time I 1 f a took our oar seats that wo would have a dipre re opportunity to display our business abilities if we possessed any whether we 11 have a e succeeded succeed in III accomplishing in part what was expected of us I 1 will leave it to the citizens and taxpayers to say but it is my pors personal onal opinion that the last two years hav have e marked an era in the progress of our city in private as well as public enterprises which will surely make itself manifest before the close of another year reports from the heads of the various de departments art ments will be submitted w which aich wll will gp ive ve in in detail the amount of work done in ili I 1 the several departments so that it will be only necessary for me to briefly call atten alon to them I 1 FINANCE during oa our term the city has hecei received yell I 1 i from the sale of bonds the sum of all of these bonds are to run for twenty yeara and all but one lot 1 bearing interest at five per cent per annum the tb ac income fro mother from other sources source 3 lias has been in n round figures the total sum of for the past t two years making a total of about mo OW to be bb accounted for by the out going administration A careful perusal of the follow following ing brief bri ef references to what has been done will show sho W t the h publio what has become of the money and a n I 1 think ik will show them that the policy of our ad ministration has been to work for the best interests of the city present and future and to fulfill in the utmost degree the wishes and expectations of those who impracticable favor honest municipal government and find practicable business methods in the ad ministrations of the affairs of the city 4 in this department a vast amount of work has been done the reports of the street supervisor supera isor will w ill show allow that no less than sixty two blocks have been graded and covered with gravel at a depth of from I 1 six to twenty four inches four blocks have been cut down and graded live five blocks have been turu ready for grading gradin ff many fills have been made and 1 much repairing done the tramway ser k vice ice has been greatly increased the engine has been kept t busy and in good repair not less than 85 has been expended on oar streets in the past two years and the work done in in places where experience dictated it would do the most good few ew 4 cities of the ageana age and size of ogden fOgden can show better streets take them as a n whole d there has been no paving done yet but 14 we have been gaining experience from I 1 0 other cities and when we do get ready to pave such material no doubt will be used as experience has demonstrated to be the best for the purpose 1 se and the tile locality our streets have been w well ell sprinkled and without levying a special tax on the citizens care has been taken by the heads of this 4 department that the work has been fiven given t to our own citizens and especially to headean I 1 I 1 of families and a careful all 11 show show that every dollar ap d for cases when the i I 1 sewer district has been established the same an ler h has as been petitioned for bv by a majority of the front foot pro property erty owners in the district the tile two th thirds ads cost to be borne by the property owners being collectable in 10 percent per cent annual payments but the city have to pay in ml 1101 for sewers upon their acceptance by the city A great many property owners have not yet taken advantage odthe of the benefits of these sowers sewers but those who have are loud in their praise of the improvement and I 1 believe at no distant day all will see the benefits toba to be derived froni from and the tile blessings bles sines which follow the use of sewers 0 BRIDGES in the matter of bridges we have kept pace with the wants of the public in our growing rowing city we have paid the aue due on the washington avenue bridge when we took our seats we have built a new ew steel bridge over weber river on west twenty fourth street repaired thirtieth street bridge and put in numerous small bridges where required all this in addition to the amount expended on streets proper in many lany parts arts of the c city 1 ly gov good permanent sid sidewalks e wp L have been p put u ado down and I 1 trust this important improvement will be continued POLICE department at the commencement of our term ogden only had one public building the city hall that was worthy the name we can call now point with pride to five public buildings that area are a credit to the tile city both present an and future ture the fi first t important m octant step in the erection of public bail buildings I 1 was to re replace lace the old and inadequate cita tar jail jai 1 with a new and substantial structure are that tha t would auld not only meet our arese prese present to demands 8 but but which would be suitable lo 10 lor r a gr growing ing cl ity for many years to come yue ollon find a more complete combined jait jail and police court building than this city possesses not only possessing a handsome exterior but tho the interior is a model for security convenience and completeness for p prisoners r idoner s cfall of all grades and for the officers 0 of f just justice 0 who have business there the cost was about 23 nearly nea aly half of which was expended i in the the jail department alone it being constructed almost entirely of steel and of the most approved style and will last for an indefinite time the tile expense of running the present improved jait jail and police quarters is but little ifan if any y greater than the old did quarters FIRE department this department haa has received our close attention and most hearty support and we can tarn over to our successors as complete and efficient a fire department as can be found in cities of our size in eastern states three stations have been built one site purchased and such apparatus as was considered absolutely necessary for the demands for a crowing growing western city has been purchased i rc based the tile chief of fire tire dep department artmen t ti will submit n u very complete report which Ss Is well worth the perusal of every citizen of ogden showing as it does the good work done the past two years by the department the number of fires having increased but losses from fire and water ba have ve so decreased that the insurance companies have reduced the premiums on the policies carried to an amount almost equal the cost 0 of i running the department SANITARY SANITA ItY AND HEALTH department the sanitary condition of our city baa greatly improved facilitated to a great extent by the existence of sewers and the crematory which affords ft a means of effectually disposing of all dead animals and disease breeding garbage of all kinds and tt a con continuation 0 of the good work cannot fail to make of ogden one of the most healthful cities on the continent and this should bo be a strong a argument r ament in ili favor of ogden and a means weans or building up the city the new city hospital which was wai opened on june 1st ast has been occupied since that time by from four to fifteen patients at a time A good many of these have been p pay ay patients put in by the county an and d s some ome have been private pay patients an investigation of the expenses will show that the co cost t to the city of running the tile present institution is but little more than was that of the old one which was not at all adequate for the demands made upon us 8 AND PUBLIC GROUNDS our parks and public grounds have been enlarged n and beautified and well kept up and whatever might be said of us for using so much money on these improvements in the past two years the future will certainly show that it was a wise move for making our city attractive attract veto to our citizens as afi well as strangers this tills must redound to ogdena credit and as the years roll on at and d our city increases in population and importance it will be seen and appreciated to a greater extent than at present 1 I as a taxpayer and citizen cit do not regret the expenditures tures made in this direction and do not wish to curtail one dollar of the necessary expenses of keeping up these public grounds and parks but will say let the good work go on GENERAL improvements in looking bask ba k over the progress made during juring thelast the past jast two years I 1 find that despite the discouragements of the times ogden has made rapid strides towards becoming a city such as wo we can call refer to with pride during our administration we have secured the building and operating in ili a very satisfactory manner of one of the best electric street railways rail ways to be found anywhere we have increased the tile number of orect lights froni twenty eight to seventy six ix of course this increase of street light has as greatly added to our expenses but betit it is 1 in n my judgment one odthe of the most important improvements made the taxpayers probably ably receive more value for their taxes bep from oil tins this one item of light at night than from any other source and besides it has proved here as elsewhere a great pre tentative Wenta tive ofa of a certain class of crimes despite ite tho the stories made by some that the c city F ty has been at a standstill the tile facia facts will contradict such statements for I 1 find by consulting the building permit book of the cita engineer that si since il ce february building permits bave have been issued for no leas than atti buildings and additions include including rig residences and business blocks the tile cost of these hag has not been less than and this does not include the four public buildings built by the city at a cost of about nor of the six splendid school houses built bythe board of education nt at a cost of about 11 Our hydrant service for the of property proper t 11 against fire haa has been increased frimll from fiftysix fifty 1 ty six to our fire alarm system baa has been rebuilt and remodeled after the most approved plan our fine water system has been greatly extended mains of various sizes to the extent of 4 miles have been added to the system systems numerous for filling sp od hav 0 een erected at convenient oar our citizens or the city have not been cal ed upon to suffer er the of scarcity of water for any purpose we have purchased new sprinkling Une wagons and have this branch of public service under rood good control we have graded and opened hudson avenue and equipped equipped the same with the necessary sidema sidewalks ks and cleaned the public publio square of old and useless buildings have increased the public drinking fountains in the streets and parks park S ll 11 fixed aed u up the old fire department room rooms f for 0 r the h chamber of commerce and in fact wherever the citizen turns lie Is is able to see improvements that have been added in the past two years the accounts and all business matters of the city and all clerical work of the city done by the recorder auditor and assessor and collector have been done in the most thorough and businesslike business like manner mariner and so far as I 1 know has given universal satisfaction A brief brief reference to what has been done during the past two years will show the citizens what has become of the money expended xelen ed on streets expended on bridges expended on sewers expended on public buildings E expended on barks parks and grounds expended on building sites expended on fire apparatus and ad fi fire 1 e alarm system paid debt on oil fire engine city that can not be slight slighted or overlooked conclusion in conclusion I 1 will say that in the performance for mance of my official duties I 1 have always wa v 8 re regarded a rd ed the office of mayor as that of afa a public public trust and one that should be above the dictates of party politics or one that was not created for or C the distribution of party patronage patronage this is mv interpretation 0 of the duties of the tile 0 office ng ce I 1 have therefore endeavored to discharge its duties on business principles in the interest of all the people of 01 ogden regardless of politics whether ray my course has met with approval I 1 or not I 1 will not attempt to say airov bu but will wil I 1 leave it to the public Ino I 1 no doubt doub T have made mistakes but I 1 trust they a are r e not serious ones as its my illy intention has al davs been to do what Is right and if it can not noi be said of me that I 1 have lio honored nored and elevated the office I 1 trust it
