marks an epoch in the history of utah especially ogden of which we are justly proud although salt lake city and ogden are rivals in a certain sense their rivalry idof that nature which best sub serves the interests of both cities and adds to the greatness of the territory of which they form such important parts the greatness and prosperity of tho ono is the progress and grandeur of the other and we join in hearty thanks to you gentlemen who today honor ogden and thus indirectly salt lake with your presence in this congress recognize the fact that you nave given deep ili ought to the great national questions which interest your respective states and the country at large and that your commonwealths ha vo asked you to I 1 come here and give us the benefit of your experience and thoughts on tho important issues brought forward for discussion and action here and we feel satisfied that the meeting of this congress will be of immense benefit to the trans mississippi states and especially to utah chois greatly honored by being chosen ai the place of this assembly we feel however that your mission would not be and salt lake city would not be sufficiently honored unless you extend your trip to metropolis and therefore when your deliberations here ahall have ceased and the labors of this congress bo terminated salt lake city through its chamber of commerce cordially invites yon to the response has been feeble indeed and appropriations so meagre as to be wholly inadequate to the requirements and whereas by the action of the state and united states courts in the state of california in enjoining hydraulic mining the gold product of the state has been reduced millions of dollars a year for the last ten years and whereas the outputs gold is a matter of material importance not merely to the state of california but to the finance and treasury of the united states and whereas the congress of the united states at Us last session passed a law commonly known as the carpinetti Caroi netti bill which provides for the construction under a board of engineers appointed by the president of the united states of dams to impound mining debris by means of which dams when constructed the navigable streams of the state of california will protected from injuries which would otherwise necessarily result to the navigability of said streams and which dams would also enable hydraulic mining to be revived without injury to the navigable streams and vastly add to the gold product of the united states and whereas the told mining industry of california is now in such condition that the owners of the mines in largo number are not financially able to bear the expense of the construction of such dams and the state of california has appropriated to aid in the construction of such dams whenever the united states government shall have made an appropriation for that purpose not less than said sum resolved Ke solved uy the trans mississippi congress in the attribute and prescience of omniscience is equal to the test of determining the of such a dam and nothing should be accepted as sufficient except upon the moat indisputable and evidence and by completion unnecessarily delayed whereas there aro millions of acres of fertile tillable land adjacent to and dependent for transportation for their products upon the great arkansas river and whereas the improvement of river open up a market for these products which at present is virtually closed to them therefore be it unsolved Ue solved that this congress does hereby memorialize the federal congress to lurther appropriate amounts sum chent to remove obstructions and to make other necessary improvements improve mente whereby navigation on this river will be to the extent that steamers may be able to transport the products of the vast area contiguous to and dependent upon this great water way thereby giving to the farmers the lumber men the miner and others an outlet and a market for the valuable products annually ann cally produced and for which there is not at present an adequate system of transportation whereas hopes pass on corpus christ hay is the most point on the texas coast where a deep water harbor is possible and whereas this pass is nearer the heart of the irons mississippi country than any other poin on the gulf coast at which harbor betterment is being prosecuted therefore be it this congress regard with great interest the success of the efforts to obtain a deep water roadway into the sea at that point and endorsee the work and hopes that the attainment of a thirty foot depth of water may be speedily realized Ite solved that the trans congress hereby urges the congress of the united states to increase appropriations for the missouri river improvement to the end that this dangerous stream may be restrained within its proper channel in the interest of navigation whereas the opening of the waterways in competition with railways invariably and materially cheapens alio cost of transportation and especially with heavy commodities and whereas the great and pressing need of the west and southwest is cheaper transportation por tation to the seaboard and from tide water to alie interior and whereas several important rivers existing in the state ot texas which up to ft comparatively recent period were navigated by large steam river crafts but which by reason of the advent of the railways with their speedier but costlier transportation has been allowed to lapse into a condition the states that she be endowed by increasing the apportionment as choice lands are rapidly settling in that territory and that the same policy and treatment bo applied to arizona kew mexico and oklahoma if from the situation at the time of their elevation to statehood it appears required in equality Kc solved that the beet sugar industry should be encouraged by continuance of the operation of the present sugar bounty law and that we urge upon the national government Rovern ment and all states the importance of this industry and especially its adaptability to conditions existing in the trans mississippi states resolved Ke solved that sugar beet seeds should be distributed generously by the agricultural department and that additional appropriations should be made for sugar beet tests at the various agricultural experiment stations
