Show Country Is Lamentably Unprepared for a Great Conflict Chicago, Oct. 13. The lack of a definite military jiollcy for the United Unit-ed States and consequent loss of life and treasure In all the nation's wars, was decried by General John C-Dates, C-Dates, U. S. A., commander-in-chief of the military order of the loyal Legion of the United States, at the annual banquet of the coinmandcry at i he Midday club last night. General Hates responded to the toast, "The Army." Hear Admiral George W, Melville, U. S. N.. spoke to i "The Navy." "Our military policy has been termed by military experts a crime against life, property and liberty." declared General Hates. "That It is weak is evidenced by the length of our wars and the enormous and unnecessary loss of lile and treasure treas-ure that has attended every conflict. For every three years of peace, we have one year of war in our nation's history. "One trouble Is the popular fallacy that as a nation we are invincibly and that our military resources are military mil-itary strength. We hae great resources re-sources and we have needed them. Hut there do not mean military Mrength or skill.
