H. Prince, of Ottawa, arc conferring here. The commissioners commission-ers thought the regulations, as drawn up by them, were as perfect as could be, but In order to prevent any necessity neces-sity for possible changes, they decided to go over them again, and are now doing so. , "The treaty has been made International Interna-tional rather than local." said Mr. Jordan Jor-dan last evening, "and will be promulgated promul-gated by the two governments about the first of next December to take effect ef-fect In January, 19l0, or possibly not till 1911. "The regulations will not be mado public, of course, until they arc promulgated." |
