Show oo CHANGE IN THE DIPLOMATIC SERVICE. Announcing that Democrats in the diplomatic Corps, particularly minis ters, -will be retained, If they display real merit, Charles E. Hughes, who Is to be secretary of state, has made a big step forward In the direction of a more efficient diplomatic service. He is proceeding to take a very Important branch of our government out of petty partisan politics There is Teason why a new adminis tralion, with a radical change of foreign for-eign policy, should desire to have men abroad in full sympathy, but otherwise the one requisite should be personal test and not party allegiance. For years our foreign service has suffered because of frequent changes in ministers and consular rcpresenta tlves. Many of our consuls now arc under civil service, and. with Secre-1 tary Hughes' broad conception of duty, j even our ministers will be allowed to ' continue at foreign capitals, so long ! aa they prove equal to demands of the stato department. |
