Fifteen hun- dred women attending the anniversary luncheon of tho Women's National I Republican clubs, received a lottei from Mrs. Warren G. Harding today urging ''effective and unremitting effort ef-fort at oivanlatlon, education and i ivic training among women' Mrs. Harding was to have been guest of honor but she was prevented from attending by exhaustion following follow-ing a diplomatic reception, a letter 'from the president explained.
