It says the Ger- J man negotiations at Versailles will ask payment for damages sustained I from aerial attacks, from the occupa- j : tion of German territory by the allie l j troops and for the delay in concluding peace causing ;i prolongation of the H Bolshevik and Spartacan trouble. Lieutenant General Sir Herbert I Plumer, in command of the British H j forces on the Rhine, issued a proc-! proc-! lamation today ordering the immediate ! return of the men to work and threat ening the strongest measures again -t H persons promoting or countenancing j strikes in the British zone of occupa- j tion.
