Payment of tH fair wages to employes In tho federal civil service was recommended as a remedy for conditions in that service jH characterized as "chaotic" in a report H made public of a sub-committee on B civil service and retirement of tho 'H I Republican committee's advisory corn- 1 mlltcc on policies and platfbrm. Th sub-commlttoc which makes the re- 1 port is headed by Jameo R. Garfield, of Ohio. The report has been adopt- H I ed by the executive committee of tho H advisory committee and will be sub- H mlttod to the platform committee of 1 the Republican convention to be held In Chicago. Tho report stated that criticism of the federal civil service and demands H I for Its reforms "seem to be reaching; H a climax. A common chargo brought ll against the service is that It is Ineffl- H cicnt and extravagantly administered, jH that many workers -are unfit for their 1 work and not a few too old to render satisfactory service." Employes were declared by the committee to have become so dlssatla- H fled with the present salary and cm- H ! ployment conditions that they ar leaving the service in alarmingly larg H numbers. That tho government H should determine upon a fair wage and salary scale that will really be equitable. The committee states that it will bo necessary to centralize su- H pervislon of salaries and other em- H ployment conditions under tho civil H service commission.
