Show Public Ownership I of Timber Lands Being Advocated Committee on Forest Conservation Submits Report to Paper And Pulp Association Conference U. S. Control Is Essential for Older and Larger Sizes of Timber Speedy Legislation Is Deemed Necessary. NEW YORK, Nov. 14. Tublic ownership of timber land, national or state with private rutting and mark eting was advocated by the Paper and Pulp association's committee on lorest conservation in a report submit ted to the association eontrrc nr.- here toda: such ownership was said to be essential for the growing of the older .nd larger sizes of timber, its production produc-tion being too long and hazardous an undertaking with too little earnings to attract private capitrl in adequate amounts. In line with this opinion, speedy adoption and execution of national and state forest policies, co-ordinated and co-operative, was urged Forest sur vey and land classification as first steps were declared necessary. Public purchase of cut-over lands by th nation and the states, should be en larged and extended to all parts of the countr, the report said. It also ad vocated more vigorous and general ex tension of fire prevention co opera tion between the nation and th states, state adoption of uniformly fair forest taxation laws, establishment of forest nurseries and the preparation of forest working plans. A very large program of fores; planting on denuded lands which show little promise of new natural crops was urged as a needed departure which has not been undertaken seriously se-riously in the United States. The best obtainable estimates, ac cording to the report, indicate an or iglnal forest area in the United States of 850,000.000 acres Based on the same figures, the present arer is but j 550,000 000 acres. Of this 200)000,000 acres are practically merchantable tim ber, 250,000,000 acres have been part ' y cut and burned over w ith fair natural natur-al reproduction, and 100,000,000 acres are cut and burned so badly that extensive ex-tensive planting will be needed to re- I it to anything like a productive' basis. |
