Japan has found acceptable the American Am-erican proposal which primarily looks to the aid of the Czecho-Slovaks, now operating in Siberia, and after exchanges ex-changes between Tokio and Washington Washing-ton which have cleared up all doubt ful points and removed any possibility of future misunderstanding a complete com-plete agreement has beon roached. The plan of operation will bo put into execution at once. Soon after it had been learned that Japan had accepted the American i proposal, President Wilson walked to tho state, war and navy building whore he conferred for half an hour with Acting Secretary Polk and Secretary Sec-retary Baker In tho war secretary's office. Tho president and Mr. Polk loft the office together and as they walked I along the corridor had a very serious conversation, which was continued for i five minutes in front of Mr. Polk's of-i of-i flee before the president returned to i the White House. President to Issue Statement, j Last week Intimations were given in I official quarters that the president was j soon to issue a statement explaining ' the plans of the United States for participation par-ticipation In tho expedition to glvo , military aid to Russia. When, however, the Japanese government found it necessary ne-cessary to call upon the state department depart-ment for explanation of some features . of the American proposal, the state-j state-j ment was withheld. Presumably, now I that a satisfactory understanding has , been reached tho statoment will bo is-. , sued. Meanwhile it Is the desire of officials offic-ials that there shall bo no speculation as to the character, of the intervention in the press. Consequently all that It is possible now to say is that In tho beginning, at least, tho International agreement must find its expression in combined military activity, and cable advices hav.p recorded tho gathering of small bod'les of Entente troops at points In-China In-China convenient for dispatch Into western Slberln. Pao Kucl-Chlng, the provincial governor gov-ernor at Sel Lung King has been selected se-lected to command the considerable body of Chinese troops which have been gathered in Manchuria and it Is understood that this force will act under the direction of tho Japanese commander-ln chief. |
