Mr. Hayes said that less than 'two per cent of the Congregational churches paid ministers an annual salary of $3000 and upwards; more than half not over $1000 and one-quarter one-quarter not more than $50. "The underlying reason why every member of the Grand Army of the Republic receives a pension with the general approal of the people is the nation's sense of obligation.
