Show AMERICAN NOTE IS TOO MILD Berlin Papers Consider Great Britain Has Been Favored by United States. Berlin, Feb 15, via London, 11 20 a m The newtpapers of Berlin continue con-tinue commenting today upon the recent re-cent diplomatic exchanges by the United States and Great Britain and Germany concerning the protection of American shipping on the coast of the British Isles. Gene rail y they characterize the American note to Great Britain as too mild when compared with the note to Germany, but they make use of this note to support their contention that Great Britain Is to blame for the situation. The Kreuz Zeitung says: German Position Unchanged. "The American note properly takes the British government to task for the contemptuous misuse of the American Amer-ican flag, a course which menaces the safety ot neutral shipping. Therefore There-fore it is more difficult to understand what the American government wants of us. The German people will not be able to forget either the Questions ad dressed to us or the form of their' asking. Our position has not changed In the slightest degree since February Febru-ary 4 "The United States has two ways to protect herself from harm Tn-i first is to stop Great Britain's mis use of the American flag and the second is to keep hr ships and pen pie and contraband of war out of the war zone. It she adopts this method she not only will avoid harm, but bring a quick end to the war." The Lokal Anzeigor says: "It is evident that the United Statot Is pressing the matter with the same forcibleness In London as In Berlin. The British have now been told fairly and squarely thai the entire responsibility respon-sibility is, upon them if American lives or property are sacrificed through misuse of their flag. There Is no difference in the tone of the two notes." Post Sees Discrimination. The Morgan Post has a different opinion and calls the American note to Great Britain notably different from that sent to Germany in its soft and flute-like note." The Tages Zeitung says the use of the American flag by Oreat Britain is a "helpful care for human lives and a convenient door of escape " This paper says it does not understand why neutral powers will not see they are sawing off the branch on which they sit, when they do not protect, with all the means at their disposal, this disgrace of neutral protection, which foreshadows their destruction. ' Why do not the neutrals, with the United States at their head, demand of all the warrlnp parties that they follow the London Declaration In all its particulars0 In that event the British Xorth sea blockade would become be-come inoperative; the contraband question would be controlled interna-j interna-j tionally and the course of action Gr-many Gr-many intends to pursue after February Febru-ary 18 would no longer be necessary The United States should take this step. The Tages Zeitung says In conclusion con-clusion the reason and expressed purpose pur-pose of the Declaration of London is to protect neutrals." Flout United States. Amsterdam, via London, Feb 13 150 p. nx The Morning Zeitung of Berlin, according to a dispatch reaching reach-ing here from the German capital in the United States can do to Germanv She has no army," this paper savs Vand her fleet would not dare to proach nearer our shores than does the English. The expulsion of Germans Ger-mans from America would mean her ruin. America's threats are simply ridiculous and it Is more than ridiculous ridicul-ous for us to take them in earnest."
