The organization of civic guards is managed man-aged by Boparato committees, subordinate subor-dinate to the civic committees. Guards Are Enrolled. Twenty thousand guards have been onrollod at Warsaw. Approximately 200,000 persons have left the capital for the interior of Russia tHung?I has not yet been felt and trade Is brlskor than usual, the.c being ample work in connection with the war. Warsaw has grown bo accustomed to the nearness of military lines that there is no disposition to a panic. The streets of the capital are livelier live-lier than those of the average Russian Rus-sian city, and the town has not Buffered Buf-fered materially from the campaign. When tho retirement began the Russian commanders com-manders were Impressed with the desirability de-sirability of leaving nothing that might sustain the German armies. Orders were issued for the withdrawal withdraw-al of entire populations, tho destruction destruc-tion of villages, forests and crops and the removal of cattle, horses, implements imple-ments and various other kinds of property. In some caBes the villagers villag-ers were directed to execute these orders themselves on promise of speedier compensation Few complied, com-plied, as the villagers feared that they would not be able to make a record of their losses. Ask Modification. About July 1 the Warsaw civic and general committee appealed to Grand Duke NMcholas for a modification of the order; the committee had the support sup-port ,of the archbishop of Warsaw. The grand duke accordingly issued instructions in-structions that property should not be destroyed except in case of military mili-tary necessity, and permitting the population to remain. A clear majority of the people are loyal to Russia, and seemingly the loyalty of tho Poles has been strengthened by Premier Goremykln's promise of autonomy. oo |
