ordered the item in regard to the brussels international exposition in 1897 is agreed to appropriating mcallison Mr Allison rep iowa in making the report eaid that the only remaining disagreement between the two houses were as to the public buildings that on oneat them the house had receded and that he thought there would be no trouble in dealing with the other house bill to adopt regulations for preventing collisions at sea was reported by mr vest dem mo chairman of the committee on commerce and was passed mr hill dem N Y moved to proceed with the consideration of the bill as to con tempts of court arising our of he debs case an appeal was made to him by mr mitchell beep ore not to press the motion but to permit the consideration of the bouso looking to the reorganization of the pacific railroad company mr hill listened to appeal nevertheless in his motion the contempt of court bill was mr befler pop kan addressed aba senate upon it ex pressing his satisfaction with the bill mr butler pop KO who followed in support of the bill arraigned the growing power of the supreme court to influence legislation he referred to the summary treatment of debs the chicago labor leader who was sent to prison for contempt of court in not respecting spec ting an injunction issued by the courts such power vested in the judiciary was a relic of old world barbarism and tyranny as a protest to which this government was constituted yet after a little over years this government waa sinking into this groove of tyranny mr platt rep conn protested against the consideration of such a bill should ba unable to support themselves it was not fair to bind the future legislatures to such a rule and while it might be true that such a declaration was only a pious fraud intended to deceive no subsequent congresses were in the least bound by any such declaration and while the question of congressional aid to charities was very different from public aid to sectarian schools it was necessary
