Labrum Replies to Charges of Assaulting Women Admitting his presence at the home, 182 east Thirteenth South street, County Commissioner R. H. Labrum this week filed answer to the $10,000 suit brought against him by Mrs. Belva Burgner. Although admitting being at the Carstensen home, Commissioner denies any misconduct on hi part at the place. Mrs. Burgner alleged in her com-plaint filed more than a week ago, that Commissioner Labrum came to the place with Commissioners It. T. Dahlquixt and W. If. Stenacker. Fur-ther allegations are that Labrum pick-ed her up, took her into another room and there rained her dresses above her head at the same time stating that he was going to put on a bathing revue. Commissioner Labrum in hi an-swer denies that any such misconduct took place and that at all times he con-ducted himself as a gentleman. Further in his answer Commissioner Labrum charges that Mrs. Burgner, with her attempted to blackmail the commissioners and ex-tort money from them. The tlute of the trial of Mrs. Burg-ner against Commissioner Labrum will be set next Saturday by District Judge M. L. Ritchie and will in all probability be heard by either Judge McCrea or Judge Wight. . Horace C. Beck, counsel for the de-fense, announced that an early trial will be urged and that at that time the facta of the case would be fully developed. Mr. Beck in commenting on the case declared that overture to the Commissioners to settle the case with money were made over a period of six week and took the form of granting certain concessions to the defendant and their husbands. ADAMS, Publisher Colorado River Basin States in Denver Meeting For the past week or more represen-tatives of the Colorado River basin states, Utah, Arizona, Nevada, Colo-rado, Wyoming, New Mexico and California, have been in conference at Denver attempting to arrive at an equitable distribution of the water of this stream. The obstacle which is apparently Standing in the way of an amicable settlement, is the controversy between Arizona and California. Both it appear want the lion' share of the benefit to be derived by devel-opment of the stream. When the conference convened a week ago there waa hope that the river compact drawn in Santa Fe, New Mexico, several years ago, would be ratified by all the states. Little it seemed remained to be done. The up-per basin state wer in agreement and Nevada' demand had been set-tled. There only remained Arizona and California to get together. Although the conditions between the two states were highly technical, the whole fight resolved upon the insist-ence of California that she get two-thir- d of the water allotted to the lower basin states. Arizona was equally firm that she get one half of the water. And this is practically where the situation stands at pres-ent Both California and Arizona have made some concessions but apparent-ly not enough to satisfy the represen-tatives of each state.
