In speaking of guard conditions here, he expresses somo surprise at the erroneous conception of the ob-Jocts ob-Jocts and duties, of thoN guard thct ho finds to exist in some' quarters in the larger cities of the stnto. He explains that the guard Is as much a function of the state as tho regular army Is of the United States, and that each ;tato I Is In dutv bound to tho federal gOA- ernmont to maintain an efficient guard for tho purpose of contribution to tlw common defense; that the army and the guard am allied organizations, each devoid of partisan feelings or prejudices, taking sides neither for nor against any proposition, the sworn duty of the guard being to uphold the constitution of the Untied Stales-surely Stales-surely a service not only- to be approved ap-proved and commended, but. to he sought for and engaged in. He went on to say that the government needs a larger military organization than now exl3t8. and it should be properly trained and equipped for war service. The regular-aimy Is efficient, both as to officers and men, but too small to accomplish proper and tangible results re-sults in the event of war with a first-class first-class power. The nntlonal guard mus be depended' upon to form the backbone back-bone of tho country's defense. It should ho so trained and equipped as to be able to form by tho side of the regular regiments ata few hours' no-Lice, no-Lice, and of such strength as to command com-mand respect of foreign nations. |
