President Taft today signed the H I joint resolution passed by congress, jH j ratifying his action in serving notice H , on Russia of the abrogation of tho H treaty of 1S32 with that country. H The treaty automatically will con- H tlnuo in effect until 'January 1, 1913. H In the meantime, efforts will bo mado H to negotiate a new treaty eliminating H tlie cause of friction which led to tho H termination of the old one. H The house yesterday accepted the H senate substitute for the Sulzer res- M olution, which initiated the leglsla- H On his return from New "iork, Pres- H ident Taft Immediately inquired If tho M resolution was ready for his signature.
