Show SHAFROTH ADVOCATES COJP LABOR CHICAGO, Sopt 19. Governor Shaffroth of Colorado, at the International Interna-tional Good Roads congross and exposition ex-position hero today, advocated the use of convict labor for building and malntalng public roads. At the conclusion con-clusion of the Colorado governor's nd-dross, nd-dross, tho congress adopted resolutions resolu-tions demanding the enactment of fedj eral and stato laws for this purpoce. Governor Shaffroth described the success of Colorado is using conlpt labor for the construction of hlghwav3 and outlined the methods pursued by that state. In this connection ho said: "In Colorado wo give each convict ten duys off for every thirty days' sentenced in working on our public roads, and wo havo not lobt a man by Bending him out to do thiB work.
