The more stirring up the better." 1 The Tribune is right. The present mission of the board seems H to be one of procrastination. The one object now in mind is to de- H! lay the giving out of information so that President TaCt can say he H has not tlio data at hand on which to act. The board, obeying its f superior, is playing a waiting game. |
