As "one of tho senators from Kansas," Senator Curtis Cur-tis today addressed the senate in opposition op-position to the rovlsed resolution, proposing pro-posing to submit to the states a constitutional con-stitutional amendment for the election elec-tion of senntors by direct vote. All through his speech, ho hurled attacks at his colleague, Senator Brlstow, for approving of tho amended dcsolutlon. Senator Curtis said he was In favor of a constitutional amendment looking look-ing to the election of senators by direct di-rect vote, but he was not willing it should be amended so congress could give up all Its rights to make or alter tho regulations of a 3tate for the olec-tlon olec-tlon of United SUtes senators. This, he said, was what the amended resolution resolu-tion would provide. The amonded resolution, If its substance wore approved ap-proved by tho states, would result in the states disfranchising negro votes if they so desired, without congress being be-ing able to raise a hand, ho said. "If the resolution as amended Is adopted,' said the senator in conclusion, conclu-sion, and is amended as provided thoreln, then congress gives up all Its rights to make or alter the regulations of a state for the election of United States senators, and it electors aro disfranchised, if outrages are porpe-tratcd, porpe-tratcd, if fraud is committed, or if coprupt practices aro resorted to, congress con-gress remains helpless."' |
